100% situational. Personally, i always have 1 +base HP and then depending on if my team is a blast/strike based team i will make the other 2 blast/strike attack+def.
For example, if im running Kao x10 Goku, God Vegeta, and SSJ Broly, i will run EX Raditz(+18%HP) , EX Goku(+22% StrikeAttack) , and SSJ Goku RED (+22%StrikeAttack) because Goku+Vegeta are both holding 2 strike cards and broly holds 1 of each. See what im saying?
