Overview

Noelle is a dedicated offensive support and a welcome addition to the Wind roster.  Although her individual damage is rather modest, her teamwide Strength boost is potent, lengthy, and quick-charging. She loses out slightly to Tobias, but is generally more accessible due to her lower rarity. 

Strengths

Potent Strength Boost

Best Regards enjoys high uptime between its low SP cost and innate Buff Time boosting its duration to almost 20 seconds. 

Helps with Doublebuffing 

Primed Defense further buffs teammates like Louise and Wedding Elisanne by supplying regular DEF buffs without a cast time.

Weaknesses

Only Buffs Wind units 

Unlike Elisanne or Gala Cleo, Noelle cannot be flexed to off-element content and is confined to Water content. 

Fragile

Noelle is by no means built to take hits and is prone to being one-shot by much of High Mercury's moveset.

Dragon Recommendations

Freyja is the usual choice for Noelle, as she offers the most utility, providing skill haste and an active heal to support the team. 

Ariel is generally not as good a choice for Noelle, for while she offers superior damage as well as access to a stun, Noelle is typically best served by boosting her teams DPS further and providing a recovery option with Freyja. Still, Ariel is a fine pick.

Weapon Recommendations

The order of weapon effectiveness for Wind is generally Agito > HDT2 > Chimeratech. At times, it can be more valuable to have the active skill of a HDT2 weapon, but this is somewhat rare.

Pair 1: Focuses primarily on Noelle's supportive capabilities, capping Skill Haste and maximizing Buff Time. CCC may be replaced with Heralds of Hinomoto or other Skill Haste prints.
