A Positively Stunning Knight

Gear
Arowell doesn't need many stats to do her best work. The highest priority stats are definitely Speed and HP%. Speed is critical for squeezing out every possible barrier and Stun from her kit, and Health affects the strength of her barriers.
From there, build Arowell with a blend of Def% (for added tankiness), Effectiveness (for turns you can't Soulburn her Stun), and Effect Resistance (so Arowell doesn't get Stunned in retaliation). A little flat Atk wouldn't hurt either, since her S3 does have a pretty good damage multiplier, but she's never going to have good DPS no matter what you do, so never prioritize Atk over a stat that can make her tankier or better at Stunning/ dispelling.
A Counter set may sound tempting on Arowell, but Arowell needs to use her S3 a lot more than she needs to use her S1, so a Speed set is going to be better in 99% of situations. If you are using Arowell specifically as a dispeller against Golem 1-10, a Counter set MIGHT be acceptable, but you'd probably still be better off with a Speed set for more barriers.
Artifacts
In almost all occasions, Arowell's best Artifact is going to be the oft-used Knight Artifact Aurius, which is the best way she can help protect her entire party at once. However, there are some other Artifacts with some nifty niche uses on this brave Knight:
- Bastion of Perlutia is fun because it allows her to shield two allies at the start of the battle: the one with the lowest HP and the one with the highest Atk. If using Arowell as a Stunner in PvP, this might be good for protecting two DPS heroes at once before Arowell even gets a turn.
- Since Arowell can't Provoke enemies, Hilag Lance can be surprisingly useful for her. The more enemies are attacking her allies, the more she needs to take turns to barrier and Stun, and Hilag Lance allows her to do exactly that.
- Budget 3★ Artifacts that can work on Arowell are Alsacian Spear, Prophetic Candlestick, or Ranon's Memorandum. All of these work in different ways to try and combat her sluggishness in battle. Totem Artifacts like Card of Small Miracles or Rainbow Scale can also be good for her to hold.

Team

This is a possible PvP team for lower-ranking Arenas. If Arowell can Soulburn her S3 on the first turn, she can virtually guarantee a Stun on a nasty target like a Dizzy, an Angelica, a Tywin, or a Seaside Bellona, giving the rest of your team time to take out more vulnerable allies and set up a more advantageous match-up.
For this to work, we complement Arowell with a Mage (i.e., Adlay) who can equip the Tagehel's Ancient Book Artifact, so that Arowell starts off the battle with enough Souls (please note that this does require a max-level Book to work). In addition, we add a CR-pusher (i.e., Righteous Thief Roozid) who can make sure Arowell gets her Stun off before the enemy can move. Finally, we use a strong cleaver (i.e., Vildred) who can handle DPS for the fight.
The strategy here is simple:
- The CR pusher acts, moving the rest of the team up to act before the enemy.
- Arowell acts. In most cases she wants to Stun + CR delay the most important enemy target, but she can also start with her S1 to strip buffs off an enemy (i.e., an Immunity set or a Fallen Cecilia barrier) if that seems more important.
- The cleaver and the Mage act, killing as many of the enemy team as possible.
- If the enemy gets a turn now, Arowell's barriers should be active to reduce their damage.
- Repeat the cleaver and Mage's turns until the enemy team admits defeat.

This is a pretty decent budget team for taking on lower levels of the Golem Hunt. Arowell can dispel the buffs from the Green Klineode, and she can also Stun the Breeze Silva to stop it from healing the Golem, making her a very solid choice for the Hunt. (Golem 11 does not have buffs in its fight, reducing her usefulness there, although her highly reliable Stun can still be helpful.)
Meanwhile, Hazel brings healing and Nemunas has a cleanse, keeping the party healthy while they fight. Hazel also causes Unhealable (in case Arowell can't get her Stun off in time) and has an AOE Atk buff. However, Hazel can't keep the buff up for the entire fight due to its cooldown, so Helga rounds off this party with a second Atk buff and the vital debuff Defense Break.

Analysis
Overview
Arowell is a pure support Knight who focuses exclusively on protecting her team from incoming damage. She passively grants barriers to her allies every turn, then actively uses her turn to strip enemy buffs or deal highly accurate Stuns to key targets. Her offensive presence is negligible, but the amount of damage she mitigates by dispelling Atk buffs or Soulburning her 100% Stun so it ignores Effect Resistance can be substantial.
Strengths
Dispelling Buffs
Arowell's spammable S1 has a 75% chance (after Skill Enhancement) to dispel up to two buffs from her target. For an enemy with one buff active, Arowell has two chances to dispel it with just one S1. For an enemy with multiple buffs, Arowell strips them off two at a time, making it hard for most enemies to keep up.
Passive Barriers
Like a miniature version of the incredibly powerful 5★ hero Fallen Cecilia, Arowell sets up a barrier on her lowest-Health ally once at the start of battle and again every time she gets a turn. Though Arowell's barriers aren't as sturdy as Fallen Cecilia's, they can still mitigate a lot of damage throughout the course of a battle.
Incredibly Accurate Stun
After Skill Enhancement, Arowell's S3 has a 100% chance to Stun. The crazy part is that, by burning 20 Souls, Arowell's Stun ignores Effect Resistance, virtually guaranteeing that her Stun will land when you need it most. As icing on the cake, Arowell's S3 also pushes back the target's CR after she has earned her third Awakening. So not only will the enemy lose their next turn, but it'll take them 30% longer for the Stun to wear off.
Easy to Build
Arowell's base Health and Defense are quite high, making her quite good at her job of tanking right from the word "go." Her damage and barriers all scale off Health, which reduces the number of stats she needs to build. Furthermore, she's a 3★ hero, so it only takes Stigma to enhance her skills rather than the much rarer Molagora.
Weaknesses
Virtually No DPS
Arowell's damage may scale off Health, but her Health-to-damage ratios are some of the lowest in the game. Her S1 also has a low Atk damage multiplier, so even if you build her for Atk, her damage still tickles at best. Her S3 does actually have a decent Atk ratio, but that runs into her next problem....
Low Speed, Long Cooldowns
In addition to having low base Spd, Arowell has a pretty sizable 4-turn cooldown on her S3. Since her highly accurate Stun is her most reliable way to protect her allies, this is a big problem. 4 turns is a long time to wait when your base Spd doesn't even break 100, and her Stun only lasts for 1 turn, so it doesn't offer a whole lot of coverage in the long run. Which, in turn, leads us to her biggest issue....
Better Options Exist
Arowell has two potential niches: being a tank, or being a buff dispeller. Unfortunately, in both realms, there are usually better options for the role.
- In terms of tanks, Fallen Cecilia blows Arowell completely out of the water, as do most other Knights with Provoke, simply because Arowell's barriers (while helpful) are not usually enough to protect a weakened ally from any real threat. Arowell really protects allies with her Stun, and her Stun is on cooldown for 3 turns out of every 4, making it hard for her to tank the rest of the time.
- In terms of dispellers, there are many strong 5★ options (as you would expect), but also many better 3★ options. In fact, protagonist Ras is another buff-dispelling Knight who is given to the player for free. Fellow Light hero Captain Rikoris and Dark hero Hurado have AOE buff dispels, and the Taranor Royal Guard or Falconer Kluri can dispel all buffs from their target at once, rather than just two at a time.
