Dad Jokes
PvE
Equipping Blaze Dingo with the Daydream Joker Artifact results in a potent bosskiller who drains massive amounts of health from beefy bosses with every strike. This build is ideal for the Abyss, but it can be good in just about any PvE boss content, including Hunts and Raid.
Gear
When building Blaze Dingo for PvE, you want to focus on Speed, Crit Chance, and Crit Damage. The more turns Blaze Dingo takes, the more healing he provides his party and the more damage he can mitigate with S3 Invincibility, so Speed is an obvious necessity. Focusing on crits helps him chain his S2 into his S1 for more damage and healing (and it also plays well with Daydream Joker -- more on that in a minute).
You might be tempted to build Atk% for his remaining substats, since that will further buff his damage and the healing of his S3, but Blaze Dingo is so squishy that this can be a big mistake. Instead, it's safer to build some flat HP, which may allow him to survive boss attacks. Rely on his S1 and S2 for healing, and consider his S3 a vanilla buff instead.
His gear sets should probably be Speed and Critical. However, if he has enough Crit Chance on his gear that he doesn't need a Critical set, you can consider a Health set or even a Unity set, either of which might get him a few extra heals in a battle (albeit for very different reasons).
Artifacts
There is one Artifact that raises Blaze Dingo's capacity for damage and healing above any other: the humble Daydream Joker. When facing PvE bosses with tens of thousands of HP (especially the high-end Abyss bosses), Daydream Joker's percentage damage inflates Blaze Dingo's power level dramatically. And by building Crit Chance and Crit Damage, Blaze Dingo can multiply the percentage effect of the Joker, to truly devastating effect.

Team

An example PvE composition. Lilias is an ideal Knight to use alongside Blaze Dingo: she pulls him into Dual Attacks for more heals, she can Provoke enemies away from targeting him, and her S3 cleanses ailments from the team, covering his weak point. Guider Aither brings a lot of DPS to the table but also extra healing, helping to keep the team healthy. Bellona, meanwhile, can give herself Immunity (more debuff protection) and Defense Break enemies, further increasing Blaze Dingo's efficiency in battle.
You could also give Bellona the Bloodstone Artifact so she can be the one helping Blaze Dingo with healing, freeing room to replace Guider Aither with another DPS hero.
Daddy's Making Dinner
PvP
Using Blaze Dingo in PvP is very different from using him in PvE. In PvP, Blaze Dingo's main purpose is to use his S3 to support a single strong cleaver. The Attack buff empowers their cleave, and the Invincibility helps ensure they survive long enough to pull it off.
Gear
As is the case for most support heroes, especially in PvP, Speed is king. Build Speed first and foremost, then follow up by getting as close to 100% Crit Chance as possible.
Building Atk% is a lot more practical for a PvP Blaze Dingo than it is for PvE. Blaze Dingo is definitely going to Attack buff himself with his S3 and his skills have high damage multipliers. Since PvP heroes don't have oodles of HP like PvE bosses, Daydream Joker isn't nearly as practical, so going for flat Atk substats is probably a better choice than focusing on Crit Damage.
Flat HP isn't as crucial for Blaze Dingo in PvP either. After he uses his S3, he'll definitely survive for at least one more turn, and at that point, many fights will be over. It can help him survive long enough to reach his first turn, though (especially if you don't have a CR-pusher). Fill his remaining substats with flat HP and Crit Damage, adjusting the ratio depending on how survivable your Blaze Dingo needs to be.
Blaze Dingo's primary gear set should be Speed, but his subset can be Immunity, Critical, or even Health, depending on what you need for your team comp.
Artifacts
Daydream Joker isn't as useful in PvP as it is in PvE, so Blaze Dingo is likely to get more use out of a Soul Weaver Artifact if you're taking him to the Arena.
- Celestine adds an extra heal onto every S1 Blaze Dingo uses. And he uses his S1 a lot.
- Shimadra Staff simply increases the amount of all healing your team receives, boosting all of Blaze Dingo's heals.
- Water's Origin helps Blaze Dingo survive more attacks. It's admittedly useless while he's Invincible, though.
Good budget options are Prophetic Candlestick (especially since Blaze Dingo can shrug off attacks while Invincible) or Ancient Sheath (which increases the damage of his S1 and thus the healing).

Team

A devastating PvP team that relies on Ludwig's cleaving potential. A CR-pusher (in this case Shadow Rose) speeds the team ahead of the enemy, allowing a Defense Breaker (Bellona) to shatter the enemies' defenses and Blaze Dingo to prep Ludwig's Invincibility and Attack buff with his S3. Having been made Invincible, Ludwig will now further penetrate enemy defenses and disintegrate them into moondust.

Analysis
Overview
Dingo is back, but this time he is blazing into action as one of few damage-oriented healers. His kit heavily encourages building offense, as his healing scales on the damage he deals. This opens the oven to very destructive gameplay potential when paired with the Invincibility and Attack buffs that he brings to the table.
Strengths
Never Stops Healing
Blaze Dingo gives out heals like candy. Every one of his skills heals an ally. His S3 can be Soulburned for an extra turn, and his S2 chains into his S1 on a critical hit. Either scenario gives him two heals in one turn. Any Dual Attacks or counterattacks he pulls off will also heal allies. Equip him with Celestine and he'll give out even more heals.
High Damage Output
Especially for a Soul Weaver, Blaze Dingo can dish out a lot of damage. His Atk stat is low, but his multipliers are high, and because his S2 can chain into his S1, he can get off multiple attacks in one round.
Healing Scales with Damage
The amount of healing Blaze Dingo does is based on the amount of damage he does to his targets. This means that offensive buffs (i.e., Attack buffs or Crit Chance buffs) directly increase the amount of healing Blaze Dingo can do. More subtly, it also means that damage-boosting Artifacts -- in particular, the percentage damage from Daydream Joker! -- dramatically increase his healing output!
Very Powerful S3
Blaze Dingo's S3 grants both himself and one chosen ally a heal, an Invincibility buff, and an Attack buff. In addition, the skill can be Soulburned to increase the duration of these buffs on Blaze Dingo and also give Blaze Dingo an extra turn. Not only does the Attack buff make Blaze Dingo's heals stronger, but the Invincibility makes him much harder to kill (and also synergises beautifully with heroes like Ludwig).
Generates A Lot of Souls
Because Blaze Dingo is fast and can attack multiple times in one turn by chaining his S2 into his S1, he generates a lot of Souls for his allies to use. The effect of this is easier to see in longer PvE battles rather than short PvP battles, but even in PvP it can make a difference.
Weaknesses
Lacks Cleanse/ Immunity
Because debuffs are so crippling in Epic Seven, many of the most popular Soul Weavers have a way to handle debuffs. Blaze Dingo does not. In content where ailments are a concern, this forces the player to either equip Blaze Dingo with the Wondrous Potion Vial Artifact or bring another hero who can handle cleansing duties instead.
RNG-Reliant Targeting
Both Blaze Dingo's healing and his damage are subject to uncontrollable targeting at least some of the time. His healing on his S1 and S2 heal the ally with the lowest health, and when his S2 chains into his S1, the S1's target is chosen randomly. This can cause problems if, say, Blaze Dingo heals your purposely-low-HP Blood Blade Karin, or if he targets a Martial Artist Ken who will counterattack and kill him.
Must Do Damage to Heal
Just attacking isn't enough for Blaze Dingo to heal. He has to actually deal damage. This means that, if he attacks an enemy with a Defense buff or, even worse, Invincibility, his healing potential will be greatly decreased (or nonexistent).
Very Fragile
Blaze Dingo has acceptable base Defense, but his base Health is one of the lowest in Epic Seven. This makes Blaze Dingo extremely squishy, which is a bad thing if you're relying on him to keep the rest of your party alive. If a boss looks at him too closely when his Invincibility is not active, Blaze Dingo will probably be reduced to a fine paste on the spot.
