PvP
Mirsa may be most useful as a surprise wrench to throw into the mix in a RTA match. Most people won't expect to see Mirsa in high-level RTA, and even fewer will be prepared for the havoc a well-geared Mirsa can wreak. She is also a good trump card to have up your sleeve when challenging opponents in Arena or Guild Wars.
Gear
Speed, Speed, Speed, Speed!!!! Mirsa can never have enough Speed. She relies on evasion to keep her alive, so throw caution to the winds and build Mirsa for pure DPS. Speed, Atk%, Crit Chance, and Crit Damage are all important. It would be nice if she had room for some Effectiveness, but it's more important for Mirsa to assassinate her targets than it is for her to debuff them. The Speed Break and Silence are really just backup plans in case the target survives Mirsa's ambush.
Considering what her most important stats are, you can probably guess what Mirsa's preferred gear sets are: Speed and Critical. As with her substats, a Hit set isn't the worst thing for her if that's what you have available, but the Speed set is non-negotiable. She's got to have that Speed.
Artifacts
Mirsa needs Moonlight Dreamblade or Violet Talisman, and no other Artifact will do. Moonlight Dreamblade used to be required for Mirsa when she had to drop below 50% Health to activate her passive, but now that she has her evasion up all the time, it's not quite as vital. Violet Talisman is higher-risk, higher-reward: it results in better DPS but depends on Mirsa surviving long enough for it to ramp up.
You might also wonder if you can put Shepherds of Chaos on Mirsa, since it is also an evasion Artifact. Well... it can work if you're mostly using Mirsa for her 2-turn Silence. However, Mirsa is heavily focused on damage and very fragile. Shepherds does not increase her damage and Mirsa has to take damage (without dying) before it will really start protecting her. This makes it less than ideal.

Team
Mirsa basically demands to be placed alongside Assassin Cartuja and a buff dispeller. Assassin Cartuja passively increases the evasion of his allies, and Mirsa needs all the evasion she can get to stay alive and trigger her Speed buff.
A buff dispeller is less important if Mirsa is at the level where she can one-shot her targets reliably, but otherwise her Silence and Speed Break will be negated by Immunity. Basar is the best option: as a Mage, he can equip Tagehel's Ancient Book so Mirsa can Soulburn her S3 for maximum one-shot potential, and his buff dispel comes with Unbuffable and CR-pushback.
Finally, you want another DPS along for the ride, since Mirsa probably can't kill the entire enemy team by herself. Violet is the ideal partner, since he also benefits enormously from Assassin Cartuja's evasion buff. Violet is also a very self-sufficient DPS hero: he can self-cleanse and often equips a Lifesteal set, which fits in well with this comp's lack of a Soul Weaver.

Analysis
Overview
Despite being a 3★ Moonlight hero and therefore relatively easy for new players to pull, Mirsa is not a beginner-friendly hero. She requires very specific Artifacts and pretty high-level gear to reach her full potential. She is also a heavily PvP-focused hero, one who isn't going to be much use to a player who is working on clearing Adventure and Hunt content.
That being said, a well-built Mirsa can be a nightmare for opponents to handle. With blazing base Speed, enormous evasion, Speed-based damage, a devastating S3 nuke, a 2-turn Silence, and a Speed-based Devotion Aura, Mirsa has a noticeable presence in terms of damage, survivability, and team utility all at the same time. Though she is hard to build correctly, it can feel very rewarding when she gets her chance to shine.
Strengths
Speed-Focused
Between her high base Speed, her Speed Devotion Aura, the Speed debuff on her S1, and the Speed buff on her S2, Mirsa is all about Speed. Since Speed is the most important stat in Epic Seven, that's a good stat to focus on. In addition, Mirsa is one of the few heroes whose damage scales on Speed, giving her twice as much benefit from this important stat.
Extremely Evasive
The evasion on Mirsa's S2 used to trigger only after she was reduced below 50% HP. After her buff in October 2019, however, Mirsa receives evasion from her S2 all the time, regardless of Health. This makes her much more survivable than her low base HP and Def might lead you to believe.
High Damage Potential
Generally speaking, Mirsa's damage is not that high. However, because of the high damage multipliers on her S3, the way her damage scales on Speed, and her S3's Soulburn, she has the potential to nuke a target for tens of thousands of damage when properly set up.
2-Turn Silence
Mirsa's S3 not only does a lot of damage, but it also Silences its victim for 2 turns. This is particularly nasty when paired with her S1, which reduces her target's Spd, prolonging the time they're stuck waiting for their Silence to wear off. The combination of these two debuffs really puts a damper on healers who are trying to stall in PvP, like Angelica or Maid Chloe.
Weaknesses
Terrible Base Stats
Other than her high base Spd, all of Mirsa's stats are bottom-of-the-barrel bad. This is one of the reasons she needs high-level gear to be worth using: she needs a LOT of help from her gear before she can pull her weight in battle.
Extremely High Investment
Using Mirsa is not for the faint of heart. She has some limited utility as a hero with a 2-turn Silence even with minimal investment, but that's about all you'll be getting out of her until she has endgame gear, a maxed-out evasion Artifact, and very specific teammates who can synergize with her strengths and cover her weaknesses.
Not An Instant-Win Button
While a fully-geared Mirsa can be shockingly effective, it's debatable whether she's worth the amount of work it takes to get her running. She's not like Blood Blade Karin, who returns your investment by one-shotting entire teams regardless of element, or Champion Zerato, who becomes a counterattacking monster that is virtually immune to ailments. She can turn a battle on its head if she takes the enemy by surprise and takes advantage of their mistakes, but she doesn't guarantee a victory the way some other heroes can.
