PvE
Early on in Epic Seven, you'll be very limited on gear and resources, so don't worry too much about gearing Ras one way or another. Just try to match up HP gear sets for him when they drop off enemies and keep him in the front row to soak up damage as best he can.
If you're still using Ras when you start hitting the more mid-game content, it's probably either because you need him to dispel buffs or because you need him to hold the Aurius Knight Artifact. At this point you should have more options with gear, too. Build him two HP sets and either a Hit set (for dispelling) or a Def set (for tanking). Try to get him HP%, Spd, Def%, and Effectiveness on his substats too, if you can.
The best Artifact for Ras is the aforementioned Aurius. Aurius is the only way that Ras can actually protect his allies, as it causes him to take part of any damage they would take in their stead. If you don't have Aurius, though, the Egg of Delusion is a decent 3★ option for increasing his survivability instead. The Prophetic Candlestick can also be useful, as it has a chance to reduce his cooldowns every time he takes a hit.
If you have a better tank than Ras and only need him for buff stripping, then you might also consider the Hilag Lance. It doesn't specifically help him dispel buffs, but it helps him get a lot more turns, especially if a different unit is taking the heat instead of him.

Analysis
Overview
Ras is the main protagonist of Epic Seven and the first unit the player is given to use. Since Ras is a free hero, all players are going to need to consider whether or not they should use him. So what is Ras good at doing? Interestingly, despite being a Knight -- a role that is framed as the tank class of Epic Seven -- Ras plays more like a support unit. He can dispel enemy buffs with his S1, and his S2 automatically triggers a Dual Attack with the strongest character on your team. His tankiness comes into play with his S3, which makes him much more survivable by healing him and buffing his Def. In terms of raw power, Ras isn't going to be winning any contests, but he still packs some useful utility that can keep him relevant.
Strengths
Buff Dispel
Surprisingly, Ras' best skill is probably his humble S1. Dispelling enemy buffs is vital in Epic Seven, and there aren't a whole lot of heroes who can do it. If you are unlucky in the Covenant Summon, Ras might be your only buff dispeller for a long time.
Damage Scales off Health
Ras has very low Atk, but fortunately, he compensates for this by adding a percentage of his max HP to his attacks as damage. The higher his HP, the higher his damage, which allows him to build for survivability and still dish out some respectable damage.
Guaranteed (and Controllable) Dual Attack
Ras' S2, Command Strike, automatically triggers a Dual Attack with the ally who has the highest Atk. This means that Ras grants a free use of your strongest ally's S1 whenever he uses his S2. By manipulating your team's Atk, you can choose which character gets pulled in for the Dual Attack. Pull in Helga for more chances of Defense Break, Falconer Kluri to accelerate her next turn, Carrot to detonate some Burns, Mistychain for free healing... the possibilities are endless!
3★ Hero
Being a 3★ hero means that Ras uses Stigma instead of Molagora for his Skill Enhancements. Since Stigma is a much more common resource than Molagora, this lets new players save their Molagora for 4★ and 5★ heroes they may pull further down the line instead. (Ras doesn't even need Skill Enhancement, since his enhancements just increase the damage of his attacks and damage is not what Ras is used for, but it's still helpful.)
Guaranteed Free Hero
Being a free hero in Epic Seven makes a big difference. Some players may not pull another Knight, even a 3★ one, until many hours into the game. The fact that Ras is guaranteed to be there to take the front position in a party and absorb damage for the rest of the team is helpful.
Weaknesses
Very Slow
Ras' Spd is even worse than his Atk, and unlike Atk, Ras can't make up for his bad Spd by building another stat. Low Spd is a death knell for most Epic Seven characters, and Ras is no different.
Bad at Tanking
Ras has no ability to draw attacks from his allies other than standing in the front row (where most enemy aggro is directed) or equipping the Knight Artifact Aurius. He can't Provoke, he has no AOE defense buffs, he has no passives that mitigate damage, and he does nothing to reduce enemy attack power.
Needs Strong Allies
Even when geared up with lots of extra HP, Ras' damage output is not very high. He relies on pulling in his allies with his S2's Dual Attacks to make up for his low DPS, which means that he's only as good as the team he's built around him.
Outclassed by Other Knights
Because he's slow, bad at tanking, and relies on having stronger allies present to help him fight, Ras is easily outclassed by most other Knights in the game. Other support-oriented Knights like Falconer Kluri and Rose bring more or stronger utility to the table, and Knights who can actually direct damage with Provoke (Cecilia, Lilias) or mitigate damage with defense buffs or Invincibility (Pyllis, Crimson Armin) are going to be better options in any situation that doesn't directly call for Ras' buff-stripping potential.
