Requiem for a Dirge
PvE
Build Requiemroar fast so she can cycle her S3 as much as possible, with a Speed gear set and lots of Spd substats. Her secondary gear set can be a Hit set if you have a strong main healer and/or a very effective tank like Crozet or Fallen Cecilia. Otherwise, she may need a Health set so she can stay alive and keep providing her passive healing for the team.
After Spd, Requiemroar wants Effectiveness (to cause debuffs) and flat HP (to stay alive). For her last substat, consider some flat Atk. Her base Atk is quite bad, but her S3 actually has a very high damage multiplier. Furthermore, since she's attacking every turn and heals herself based off the damage she deals, increasing her offensive capability is also good for keeping her alive.
The best Artifacts for Requiemroar are Celestine and Shimadra Staff. Celestine heals an ally every time Requiemroar uses her S1; since this is what she spends most of her time doing, this is perfect. Meanwhile, Shimadra Staff increases the amount of healing received by all allies... including the amount they recover from Requiemroar's passive. Either of these Artifacts goes a long way to making Requiemroar a more viable healer and support unit.
Another tempting option is Wondrous Potion Vial, since Requiemroar has no cleansing ability. However, a Potion Vial alone is rarely good enough to handle your cleansing needs; in most situations, you really want a character with devoted cleansing abilities, like Jecht or Elena. Requiemroar can hold a Vial if you really need her to, but the utility she gives up from Celestine or Shimadra is rarely worth the trade-off.

Analysis
Overview
Requiemroar is best known for being a miniature Lifesteal set for your entire team. Her S2 passive causes all allies to recover health equal to a portion of the damage they inflict, and it gives a percent heal every time an enemy dies. However, she is also very useful for her S3, which has a high chance to inflict Defense Break and also CR-pushes her team by 20%. She's too slow to be initiating team battles in PvP, but considering the number of extra turns and the amount of free healing she gradually generates in prolonged battles, she's a powerful choice for just about any PvE content.
Strengths
Attack Break and Defense Break
Requiemroar causes Attack Break with her S1 and Defense Break with her S3, eroding away her enemy's most important stats. At max Skill Enhance, her S1 has a 75% chance for Attack Break and her S3 has a 100% chance for Defense Break. Furthermore, as a Dark-element unit, she never has elemental disadvantage to make her ailments less accurate.
Heals Without Taking Action
Being able to heal your team without sacrificing your action to do it can be very valuable. Requiemroar never stops applying DPS and debuffs, yet she is always helping her allies to recover health simply by existing. Especially when paired with Soul Weaver Artifacts that offer similar passive benefits to her allies, Requiemroar provides a lot of value that is hard to prevent.
CR-Pushes Allies
Once she Awakens her S3, Requiemroar boosts her team's CR by 20% every time she uses it. The power of this kind of CR-pushing should be obvious: more CR means more turns, and sometimes it also means taking turns in a more advantageous order, such as pushing Elena ahead of a boss so she can make your party Invincible right before it attacks. Especially if your party has some cooldown reduction (i.e., Dingo or Rima), Requiemroar can spam her S3 to generate a lot of turn speed for her allies.
Weaknesses
Not a Main Healer
Requiemroar's biggest weakness, by far, is her inability to heal quickly or directly. Over time her healing is very beneficial, but it is too slow to counter damage spikes from big boss attacks or powerful enemy heroes in PvP. Furthermore, in any fight that doesn't have a constant flow of new targets, the percent heal from getting a kill won't keep proccing, reducing her healing potential even further. Soul Weaver Artifacts like Celestine and the Shimadra Staff can help offset this, but they still aren't a replacement for a main healer.

In addition to lacking healing, Requiemroar has none of the usual Soul Weaver team support like cleanse, barriers, or Atk buffs. She is really more of a debuffer hero who brings some incidental healing to the table, but her debuffs are only single-target and her S3 has a fairly long 4-turn cooldown. This can make finding a party slot for her awkward, because she doesn't fit wholly into either role.
