Righteous Thief Roozid needs as much Spd as you can give him, and preferably a lot of Effectiveness as well so he can apply his debuffs in between howling at the moon with his S3. Ideally, the rest of his PvP team will be strong damage dealers or cleavers who can wipe the enemy in one round after speeding to the front of the turn order, so RT Roozid's damage shouldn't matter too much. Focus his other substats on survivability and Effect Resistance instead, in case the enemy moves first but doesn't hit hard enough to stop you from coming back strong.
When choosing an Artifact for Righteous Thief Roozid, you'll probably want to focus on either his Spd -- for obvious reasons -- or his Evasion chance -- in case things go south. Labyrinth Cube and Ranon's Memorandum are both easy-to-pull 3★ Artifacts that can help RT Roozid get more turns, while Violet Talisman and Moonlight Dreamblade are harder to find but can save your life in a risky situation.
However, all of these Artifacts rely on a battle dragging on for multiple turns to be effective. Because RT Roozid is a support unit dedicated to winning fights quickly, you may instead consider team-buffing support Artifacts like Midnight Bloom or Spooky Solayu Stories, if you think those might help your team nail a one-round K.O.

This is a very simple example of how to use Righteous Thief Roozid: fill the rest of your Arena team with heavy DPS (especially ones who scale off of Spd, like Vildred and Cidd) and roll over the opposition with your heavy firepower. This kind of strategy is easily countered by well-geared opponents with more tricks in their toolbox, but when climbing the early Arena ladder it should be laughably easy to steamroll most enemy comps in this manner.

This is an evolved form of a basic CR push team, one that is much more specific but can also deliver better results with good enough gear. Cidd and Watcher Schuri both boast high one-shot potential, and Rose and Righteous Thief Roozid both increase CR while also buffing another stat (Atk for Rose, Spd for RT Roozid).
After Rose and Roozid have buffed the team, Cidd and Watcher Schuri should be able to completely destroy the two highest-priority enemy targets, allowing you to pick apart the remaining two at your leisure with RT Roozid's debuffs, Rose's Provoke, and Watcher Schuri's Target.

Analysis
Overview
Combat Readiness is one of the most important parts of PvP. Being able to take the first turn in an Arena match means being able to disable or even kill your enemies before they can do the same to you; it's an advantage that is difficult to surpass. Righteous Thief Roozid's claim to fame in the field of CR manipulation is that his S3 not only increases your team's CR but also buffs their Speed. With the low cooldown on his S3, he gives your team a turn advantage not just at the start of a battle but throughout its entirety.

Strengths
Speed Advantage
Righteous Thief Roozid is best known for his S3, Moonlight Roar, which increases CR and buffs Spd for your entire party. Once enhanced to +3, this skill has a 3-turn cooldown, which means RT Roozid can reapply it the turn after it wears off, maintaining the buff almost constantly throughout a battle. Furthermore, in between reapplying his S3, RT Roozid can use his S1 to debuff enemy Spd (and CR, once you purchase the buff in his Skill Tree), making it that much easier to gain extra turns over your opponents.
Synergy with Other Speed Heroes
Increased Spd obviously helps your team to act faster, but heroes such as Vildred, Silk, and Cidd also use Spd to determine their damage. This gives Righteous Thief Roozid exceptional synergy with such heroes, many of which are also strong choices for PvP.
Surprisingly Survivable
Righteous Thief Roozid is sturdier than he may appear. He applies continuous heal to himself every time he uses his S3, his S2 has a very high chance of debuffing Atk, and he can give himself 10% evasion after attacking (another of his Skill Tree buffs). On top of that, any hero who uses Spd to increase their damage hates fighting RT Roozid almost as much as they love fighting alongside him, since his S1 debuffs their Spd and therefore their damage.

As with other Specialty Change heroes, Righteous Thief Roozid is easy to pull but difficult to actually reach. One of his Specialty Change requirements is 30 Powders of Knowledge, which is a tall order for new players, and a lot of the small buffs that add up to make RT Roozid impressive are locked in his Skill Tree, which costs enormous quantities of Runes to max out.

Righteous Thief Roozid really needs to act first in a battle, especially in PvP, to be effective. His strength lies in denying the enemy turns by speeding up his allies to move before them. If the enemy outspeeds RT Roozid and is able to start CR manipulation first, cause Unbuffable to block RT Roozid's aid, or straight-up cleave through half your team, then RT Roozid may not be able to help you recover from the setback.
