Gear
Sigret wants to stack Atk% so she can have the strongest possible Bleeds, and she wants Crit Chance and Crit Damage so she can have the strongest possible S3. That leaves her space for one more substat, and she wants two: Effectiveness and Speed.
Fortunately, Sigret doesn't need a whole lot of either stat. She needs her allies to help her debuff her target quickly anyway, and she doesn't need to move first in a turn, since she prefers attacking weakened enemies. With Crit Chance capping at 100% anyway, it's possible to build a careful balance of the five substats that gets Sigret everything she wants without sacrificing too much of any stat.
Finally, it is absolutely crucial that Sigret have Exclusive Equipment that buffs her S2, Smash. Allowing her to chain her S2 to her S1 when her enemy is at 75% Health instead of 50% is vital to maximizing her damage output. Chances are good you'd also like to use an Ego Fragment on her if possible, in order to increase her Attack even further.
Artifacts
Because she focuses on both damage and debuffs, Sigret benefits from most of the unique Warrior Artifacts. However, her best options are the ones that capitalize on her ability to attack multiple times in a row: Junkyard Dog and Uberius's Tooth. Both enhance her multiple hits, Junkyard Dog through Burns (which also contribute toward her S3's defense penetration) and Uberius's Tooth with bonus damage. Daydream Joker is also a fantastic option for PvE, especially in the Abyss, where it's best in slot due to Abyss bosses' high max HP.
If your Sigret is on the slower side (especially as a new player, who will also probably be lacking good Crit Chance gear), consider Hell Cutter. This plays into the time it takes for her damage to ramp up.

Team

This team uses Dingo to buff Crit Chance, Maid Chloe to buff Attack, and Charles to remove Immunity (and any other buffs) from any particular target. Charles, Sigret, and Dingo can all chain their S1s and S2s together, giving this team a lot more striking power than it seems. Between Charles' counterattacks (make sure he has Elbris Ritual Sword!) and Dingo's constant debuffs, it should be easy to soften up enemies so Sigret can send them to hell where they belong.

Analysis
Overview
The queen of any glasses-lover's heart, Sigret is a debuff-focused Warrior who becomes stronger as her enemies become weaker. She chains her S2 into her S1 when her target has less than 50% Health, and her S3 penetrates an increasing amount of Defense for each debuff her target is inflicted with. She can be very powerful when paired with other strong debuffers like Surin or Alexa, but if the team isn't built around her needs, she can feel a bit slow and underwhelming.
Strengths
Lots of Attacks
Between her S2 chaining into her S1 and being able to Soulburn her S2 for an extra turn, Sigret often ends up attacking multiple times in a row. Especially if she's equipped with on-hit Artifacts like Uberius's Tooth or Junkyard Dog, this leads to very high damage output.
Defense Penetration
Sigret's S3 ignores 30% of her target's Defense by default, and it tacks on an extra 10% for each debuff the enemy is inflicted with. At 7 debuffs, Sigret's S3 ignores her target's Defense entirely, which no other skill in the game does. This makes Sigret especially good at taking on tanky, high-Defense enemies, since she can ignore their awesome defenses and cut them down to size.
Great Stats
With sky-high Attack, plenty of Health, and a respectable 109 Speed, Sigret's base stats are very high and perfectly suited to her role as a sleek, savage DPS.

Takes Time to Ramp Up
Sigret is not the kind of hero who goes all the way on the first date--I mean, turn. Her S2 doesn't start chaining into her S1 until her target has lost a certain percentage of Health, and her S3 requires at least a few debuffs to be set up before it starts becoming truly dangerous.
Countered by Cleanse/ Immunity
By far Sigret's biggest weakness is how much of her kit disappears if her enemies cleanse off their debuffs or are Immune to them in the first place. Without extra damage from Bleed stacks and extra defense penetration on her S3, Sigret becomes a plain-vanilla Warrior with unimpressive DPS and no team utility whatsoever.
