Because Zerato's base Spd is so slow, you pretty much have to run him with CR-push in order to use him effectively. (Auxiliary Lots is preferred, but regular Lots, Righteous Thief Roozid, Desert Jewel Basar, Shadow Rose, etc. can also work.) However, in a way, that can open up some freedom in his build. If you're going to be CR-pushing Zerato anyway, do you necessarily need to build Spd on him at all?
The goal with this build is to build Zerato with Atk%, Crit Chance, Crit Damage, and Effectiveness in order to make his initial Iceberg strike as destructive as possible. Give him a free turn with Auxiliary Lots (or whoever), slam down the S3, and then pick off the survivors. Also, make sure you use an Ego Fragment on Zerato so he gives himself an Atk% buff with his Devotion Aura.
Since this build is aiming for a quick kill with a slow Zerato, Necro & Undine is a good Artifact for him. Your CR-pusher gets Zerato his first turn, then Necro & Undine pushes again off his S3, then his S2 pushes him on its own. Kal'adra is excellent if using Zerato with Auxiliary Lots, since Auxiliary Lots can Silence the enemy before giving Zerato his turn and therefore proc the Kal'adra damage bonus. As a Mage, Zerato can also hold Tagehel's Ancient Book to give the team some Souls to burn instead.

Team

As laid out above, the strategy here is simple to understand (albeit tricky to pull off):
- Auxiliary Lots has to have Tagehel's Ancient Book and enough Speed to move first. He Soulburns his S3 to Silence all enemies and gain an extra turn, then uses his S2 on Zerato to give him a turn and an Atk buff.
- Zerato uses his S3 to crush the enemy team and Stun any survivors.
Furious is in this comp as a backup DPS to snipe down a target that survives Zerato's S3. Any strong DPS can fit this role, but Furious is a free Connection hero, which is appealing. Angelica is an insurance policy who can give the team heals and Immunity in case things go terribly wrong; a hero with Revive would be even better, but Angelica is easier to pull than most heroes with Revive.
The advantage to using Zerato in this comp is bringing more damage than a utility-AOE-Stunner like Leo or Dominiel, and that he targets a different element than Aramintha. It does mean the comp is ill-suited to Earth-heavy Arena teams, however, since Zerato has elemental disadvantage against them.
Frostbite
Wyvern 11
Zerato isn't really a great choice for Wyvern 11, but because he can equip Sira-Ren and packs so much of a punch on his S2, he can hold his own if you're short on Ice DPS options.
Since he needs to be applying Sira-Ren debuffs in order to help reduce Wyvern's fireballs, building Zerato for Wyvern involves at least some Effectiveness. He's going to want Spd too, since he needs to rack up enough debuffs quickly enough to keep the dragon under control. The rest of his gear substats should go towards Atk%, Crit Chance, and Crit Damage as much as possible (Crit Chance + Damage is stronger than pure Atk%, but much harder to roll for on the right gear slots).
Obviously, the Artifact Zerato needs for Wyvern 11 is Sira-Ren. The only time you might consider bringing Zerato with Kal'adra is if:
- You already had a team that was loaded with Ice-element debuffers, AND
- You didn't have ANY better Ice-element DPS units to take his spot (which, considering Alexa and Furious are both free Connection units, is difficult to imagine)

Team

This is the kind of team setup where you might want to bring Zerato with Sira-Ren. Crozet is a good Wyvern tank and Angelic Montmorancy is a strong healer, but Provoke and Sleep don't work on Wyvern, leaving this team pretty light on debuffs (just Attack Break from Crozet and Poison from Alexa).
Zerato brings Speed Down by default, can equip Sira-Ren, and has a mini-Kal'adra damage buff on his S2. The ailments help reduce Wyvern's damage and increase Alexa's S3 damage, and the high damage + turn-cycling on his S2 make him pretty helpful for breaking Wyvern's barrier.

Analysis
Overview
Zerato is a rarely-seen PvP-focused hero who can be a nasty surprise to an opponent who isn't expecting him. His S3 is an AOE Stun akin to Leo or Dominiel, but his damage potential is much higher than those heroes, allowing him to follow up his Stun with lethal force. In a meta filled with even more powerful Ice-element DPS, Zerato often gets overlooked, but his combination of lockdown and DPS can make him a valuable addition to a lower-level PvP team.
Strengths
AOE Stun
The AOE Stun on Zerato's S3 isn't the most accurate Stun in the game, but with his high base Atk, it's one of the stronger ones out there. Dealing a ton of AOE damage plus a Stun is one of the strongest tools you can have in PvP (just ask Silver Blade Aramintha!) and Zerato certainly delivers there.
Very Effective S2
It's easy to get distracted by the AOE Stun on his S3, but a lot of Zerato's power is actually loaded into his S2. It has a very high damage multiplier, gives him +50% Combat Readiness toward his next turn, and even has a built-in Kal'adra when the enemy is debuffed.
Assassinates Debuffed Targets
Zerato feels a little like a mini-version of Specimen Sez in some ways. He Stuns the enemy team, then slams into the most important target with his S2, dealing bonus damage if they're still Stunned (or affected by any other debuff). The S2 CR-pushes his next turn, so he can follow up with his S1 if they're still alive or get started on a new target if the S2 was enough.
Weaknesses

Zerato's biggest weakness is his incredibly slow Spd. A hero with an AOE Stun needs to be able to use it quickly in order to prevent the enemy team from using their best moves or (even worse) giving themselves Immunity. Because Zerato is so terribly slow, it's very difficult to get him to Stun at an opportune time without the help of a very strong CR-pusher like Auxiliary Lots.
Outclassed by Other Heroes
When viewed alongside the plethora of powerful Ice-element heroes in Epic Seven, Zerato can feel a little lacking. He's got the AOE Stun and he's got some decent damage potential, but it's not exactly on par with Tywin's 100% Defense Break, Angelica's stalling potential, Luna's crazy S3, or Seaside Bellona's anti-cleave counter capabilities. It's not so much that Zerato is bad; it's just that there are almost always better options.
