This build carries with it the high Speed that Chloe is known for. It requires no Effectiveness, since Chloe’s Magic Nail cannot be resisted and her Stun is resisted by the bosses that you are likely to use it on. This leaves her free to go all-out with Speed, Crit Damage, and Crit Chance, with any leftovers invested into HP% to make her less squishy.
Artifacts
Daydream Joker is the perfect complement to the Magic Nail ailment's percentage-based damage. However, El's Fist can also be helpful, since it increases Chloe's Speed as her Health falls.

Team
Chloe has strong synergy with fast teammates, as Magic Nail does a fixed percentage of the enemy’s maximum health. She also appreciates offensive buffs, as she packs none of her own. A Knight ally can carry Aurius for tougher fights where Chloe may be in danger of dying to random spike damage.
The above team is good for Wyvern, with Alexa specifically making extremely good use of Chloe's Magic Nail.
The above is a more general-purpose team, using Chaos Sect Axe for Defense Break and Achates to reduce Chloe's cooldowns for additional uses of her S3.
The Biscuit Hammer
General
This build throws sustainability and survival out the window in favor of doing what Chloe does best: extreme spike damage. Use this build to hammer straight through PvE bosses that are giving you trouble or PvP heroes who are getting in the way (Seaside Bellona, anybody?)
This Chloe must be babysat constantly and spoon-fed Combat Readiness, as well as pretty much every other buff. She needs to act twice: once to put her orbital designator Magic Nail on the unfortunate target, and the second turn to crack the planet in half with her incredible spike damage.
After the dust settles, you can continue using her as a mediocre DPS. Unfortunately, due to not having as much Speed as the other build, she will lag behind and be unable to contribute as much to the team effort.
On the plus side, whatever you hit that second turn is most ASSUREDLY dead (unless it’s a very high-level Abyss boss).

Team
This team uses Iseria to wipe the victim's buffs and Defense Break it, then has Auxiliary Lots give Chloe an Attack buff and a free turn. Chloe then applies her Magic Nail and prepares for her next turn. When it comes around, she slams her S3, preferably Soulburned for maximum damage, and obliterates whatever was bothering you. With the right setup, Chloe can do more damage in one turn than any other hero in the game... and then do it again if reset with Iseria. Truly frightening.
A strong tank is needed in order to help Chloe get her second turn, especially if her Exclusive Equipment doesn't proc. Fallen Cecilia is ideal for this. You can also consider making Chloe Invincible with a hero like Achates or Blaze Dingo.
Best Artifact choices for this team are Song of Stars for Iseria, Aurius for Fallen Cecilia, and a max-level Tagehel's Ancient Book for Auxiliary Lots.

Analysis
Overview
To say that Chloe is the fastest and hardest-hitting Warrior in Epic Seven is not an understatement. She can contribute greatly to the team with her signature Magic Nail debuff, or go for broke with an extremely damage-focused build. Either way, she is sure to leave a dent in the enemy. While she is unfortunately not an early-game hero, she excels at fights deeper in the game, with access to max HP% damage and very high burst damage.
Strengths
Magic Nail
This single buff from Magic Bolt (S2) makes Chloe’s entire kit, allowing you to shave maximum HP off of any tough target. It is guaranteed to apply and cannot be resisted once invested in. Any skill that Chloe uses benefits from increased damage while Magic Nail is applied. Even better, anyone who hits the Nailed unit will have a chance to Stun it in addition to dealing bonus damage.
Very High Damage
Chloe has, barring some incredibly rare circumstances, the highest single-turn damage in the game. Once an enemy has suffered the Magic Nail debuff, her Hyper Strike will hammer the enemy with an incredible amount of damage, amplified even further if Soulburned. Never worry about Wyvern’s shield phase again! Her damage over time is also good, provided you continue hitting a Nailed target.
Blistering Speed
What makes Chloe special is her amazing Speed. She sports the highest Speed stat of any Warrior at 119 Speed, and combines it with top-of-the-line ATK and an innate 24% Crit Chance to create a fearsome lightning bruiser.
Weaknesses
Absolutely No AOE
Chloe unfortunately has no AOE attacks to speak of. This can make certain fights, such as the Juleeve Council in Raid, very difficult. She can only keep one target Nailed at a time, and her damage drops precipitously on targets who do not have the debuff, which also makes her ill-suited to shifting targets suddenly.
Vulnerable to Cleanse
Some PvE bosses and many PvP teams have access to debuff cleansing or Immunity mechanics, which will stop Chloe’s entire kit. You must make sure to space Magic Nail properly to avoid having it cleansed immediately and losing damage potential.
Squishy
Chloe has medium Health and low Defense for a Warrior. Because of her need to use Speed sets to cycle her Magic Nail efficiently, she will continue to be squishy, though this can be somewhat mitigated by HP% subs.
