PvP
This build can be used in both PvP and PvE, with a focus on PvP defense. He can still work great on PvP offense sustain teams.
If the substats are not enough to get Chaos Sect Axe’s Crit Chance to be in the 70% ~ 80% range, his HP Set Bonus should be replaced by Crit Chance.
While this build may be slow, this allows him to gain more stacks on Hell Cutter and build up a large amount of ATK by the time his turn arrives. This will allow him to deal massive damage with his S3 on top of inflicting DEF break. If his S3 is on cooldown, the Hell Cutter stack will give him a higher chance of netting a kill with his S2, allowing him to maintain DEF break at a consistent rate.
All will bow down to Axe God, oh lawd he comin.

Chaos Sect Axe’s Speed build uses Sigurd’s Scythe due to the fact this build has much less sustain compared to his usual sustain build. He will be reaching sub 50% HP more often, thus getting good mileage from Sigurd’s Scythe.

Analysis
Overview
Chaos Sect Axe--better known as Axe God by the community--is one of the best sustain bruiser Heroes in the game. As is the case for any Specialty Change character, he needs a heavy amount of investment into his Rune tree before unleashing his true potential. But when he does, he has a number of key advantages: innate lifesteal, a high-chance Defense break, and short cooldowns (that can be even further reduced); all the while dishing out considerable damage.

Strengths
Strong sustain bruiser
Due to most of his attacks scaling with max HP, Chaos Sect Axe can be built to tank while also doing plenty of damage.
The lifesteal and heal present in his kit give him enough survivability that users will not have to worry about his HP.
Attack Chain (S2) is a noteworthy AoE that can be enhanced through Soul Burn.
Reliable Def Break
Vigorous Strike (S3) is a reliable Defense break with an 80% proc chance.
On top of inflicting the DEF break debuff, S3 can deal a considerable amount of damage and heal Chaos Sect Axe. Achieving a kill will further increase his healing.
Low Skill cooldowns
All of Chaos Sect Axe’s skills have low cooldowns, allowing frequent use.
Chaos Sect Axe will be able to maintain the DEF break debuff with only a one turn gap in between. This is not accounting for further skill cooldown reductions granted by his S2.
His cooldowns can be decreased by one if he gets a kill with his S2, which will grant an extra turn.
Weaknesses

Due to his kit’s reliance on HP and his low base Speed, the optimal build for Chaos Sect Axe will usually have a low Speed. Because of this, he will not fit into most Speed-oriented teams.
If built with Speed, he will still not be able to compare to other fast heroes and loses a lot of sustain.
High investment
Due to his low base HP, a lot of investment into his Rune Tree is required to make him good.
Since Chaos Sect Axe has no base Effectiveness stat on his Awakening or Rune Tree, his gear will need a considerable amount of Effectiveness for him to consistently land DEF break.
