Assets

  • +ATK: +ATK is one of Ishtar’s best Assets, as a greater Attack stat allows for much greater damage through her weapon’s consecutive attacks. Furthermore, +ATK has its advantages over +SPD, as a +ATK Asset allows Ishtar to deal more damage with her initial attacks. If this is enough to KO an enemy, Ishtar can avoid enemy follow-up attacks and will have no need for further attacks.
  • +SPD: With a +SPD Asset, Ishtar can make four attacks more frequently with an effective 37 base Speed. With the addition of Speed-boosting skills like Swift Sparrow 3 and the Darting Blow seal, Ishtar can reach upwards of 50 Speed. This makes Ishtar a fearsome offensive unit, provided she can survive an enemy follow-up attack or meets the HP threshold for Desperation.

Neutral

  • HP: With a mediocre base HP of only 36, every point of HP Ishtar can preserve is precious. While this is a passable Flaw, other choices are preferred.
  • RES: Ishtar’s Resistance is far from fantastic; sitting at only 22. This makes it a serviceable choice for a Flaw, but as mages are frequent opponents who can possibly retaliate against Ishtar, Resistance is best preserved when possible.

Flaws

  • -DEF: As Ishtar only wields a poor 16 base Defense, this is her best choice for a Flaw. Though it’s unfortunate that her 4-point Flaw will push her to a base Defense of 12, this is negligible, as most physical attacks would likely KO Ishtar regardless. Furthermore, Ishtar should avoid combat on Enemy Phase regardless, and the effects of Mögþrasir and Desperation can safeguard her on Player Phase.

Show Explanation/Analysis

Preferred IV: +ATK or +SPD / -DEF

  • +ATK or +SPD are both fantastic Assets for Soirée Ishtar, as either one will improve her offensive capability considerably. Conversely, -DEF is her ideal Flaw, as her pitiful Defense makes the additional loss near negligeable.

Weapon: Mögþrasir

  • Mögþrasir is a fantastic weapon, and it’s hardly worth replacing as an offensive option. With this tome, Ishtar’s offenses exceed those similar red mages as she can deal immense damage to enemy heroes before they can muster any counterattack. Though the -2 to Speed and lack of refinery options make it weaker as a defensive option, Ishtar cannot expect to take hits so this is of little concern.

Assist: Dance / Flexible

  • Like her weapon, Ishtar’s Assist skill is obvious. Dance offers unique and irreplaceable support potential. No other Assist skill comes close. The only reason to forgo Dance would be if you’re using Ishtar as an offensive hero with Refresher support. If this is the case, Ishtar’s Assist should be determined by the needs of her team.

Special: Luna / Moonbow / Glimmer

  • Luna is a great Special for Ishtar, as it complements the consecutive attacks offered by Mögþrasir exceptionally. Despite the longer charge time of Luna compared to Moonbow or Glimmer, Ishtar can still activate this Special within one engagement thanks to her consecutive attacks, allowing her to deal fantastic burst damage to bulkier opponents.
  • Moonbow is still a great choice in place of Luna, and has additional advantages in that Moonbow will activate more frequently and sometimes prior to enemy retaliation. If the bonus damage offered by Luna is unnecessary, Moonbow is the best alternative.
  • Glimmer is effective against enemy heroes with triangle disadvantage against Ishtar, and shares a short cooldown with Moonbow. However, Luna and Moonbow allow Ishtar to fare better against bulky opponents, making them more valuable choices.

Passive A: Fury / Swift Sparrow

  • Ishtar’s best A slot skill is Fury, as Ishtar massively values the bonuses to all of her combat stats. Fury 4 offers a hefty improvement to Ishtar’s survivability, while further improving her offensive capability thanks to the bonus Attack and Speed. Fury 4 is obviously preferred, but Fury 3 can still be adequate.
  • Alternatively, Swift Sparrow 3 remains present in Ishtar’s base kit and can be a powerful option for those looking to capitalize on Ishtar’s fantastic offensive prowess. Offering large bonuses to both Attack and Speed, Swift Sparrow is a fantastic choice.

Passive B: Desperation / Wings of Mercy / Flier Formation

  • Soirée Ishtar’s B slot is very flexible, depending on whether her offensive or support role is valued more. For an offensive focus, Desperation is a great choice as it allows Ishtar to safely engage enemy heroes who survive her first two attacks. Furthermore, reaching the necessary HP threshold is little challenge with Fury, allowing Ishtar to reap the benefits quickly and easily.
  • For those looking to focus on support, Wings of Mercy offers fantastic maneuverability and synergises incredibly well with Dance. Flier Formation is another strong choice if Ishtar is used as part of a flier team. Either of these skills will allow Ishtar to traverse the map more easily, improving her effectiveness as a refresher.

Passive C: Ground Orders / Air Orders / Guidance / Atk Tactic

  • Ground Orders is the best choice for a C slot skill if Ishtar is used in a mixed team. Offering improved mobility to all adjacent non-flier allies allows Ishtar’s teammates to reposition and advance more freely. Ground Orders also allows allies to find suitable positions for Dance. The other major advantage is that unlike Guidance, Ground Orders is not dependent on Ishtar’s position, allowing her to remain safely behind her allies.
  • Air Orders is the alternative choice if Ishtar is deployed alongside flier allies, offering a mobility buff to all adjacent fliers. This skill is present in Ishtar’s base kit, making it much more readily available than Ground Orders. However, it offers no support to non-flier allies. If Ishtar is in a flier team, Air Orders is a great choice, otherwise there are stronger choices available.
  • Guidance can be a more accessible alternative to Ground Orders that improves the mobility of non-flier allies. However, Guidance requires Ishtar to position herself ahead of her allies. This is likely to be the case if Ishtar is used offensively, but be wary about leaving her vulnerable to enemy attackers.
  • Atk Tactic is a readily available buffing skill that can be a suitable alternative to a mobility enhancing skill. While it serves little purpose in a flier team, Atk Tactic can be a great support skill in mixed team compositions.

Sacred Seal: Aerobatics / Chill Spd / Guidance / Atk Tactic

  • Aerobatics allows Ishtar to position herself for a suitable Dance much more easily, providing fantastic mobility on mixed teams. This maneuverability also makes it easier for Ishtar to attack enemy heroes, as she can move adjacent to an ally to attack from range.
  • Chill Spd allows Ishtar to debuff an enemy’s Speed, possibly enabling a KO for either her or her allies. Though less useful than Aerobatics, this seal can be helpful if Ishtar’s allies rely on speed-based follow-up attacks.
  • If Ground Orders is unavailable, Guidance can be a decent pickup for Ishtar’s seal. Guidance complement’s Ishtar’s offensive playstyle while allowing her to support her allies and bring them to the frontline.
  • Atk Tactic is a readily available buffing skill that can be a suitable alternative to a mobility enhancing skill. While it serves little purpose in a flier team, Atk Tactic can be a great support skill in mixed team compositions.

  • Though Dance is no doubt the best Assist skill that Ishtar has access to, there’s an argument for an alternate Assist so that Ishtar can benefit from refresher support herself. This depends on the team composition however, as otherwise Dance is her best choice.

Special: Moonbow / Luna

  • Moonbow offers less damage than Luna, but can be activated on Ishtar’s second attack if she uses Flashing Blade. This makes it a helpful tool for dealing bonus damage to heroes with high Resistance within Ishtar’s first two attacks.
  • Luna is a great Special for Ishtar, as it complements the consecutive attacks offered by Mögþrasir exceptionally. Despite the longer charge time of Luna compared to Moonbow or Glimmer, Ishtar can still activate this Special within one engagement thanks to her consecutive attacks if she can make a follow-up attack, allowing her to deal fantastic burst damage to bulkier opponents.

Passive A: Swift Sparrow / Brazen Atk/Spd / Fury

  • Swift Sparrow offers a great bonus to Attack and Speed: the two most important stats for Ishtar’s offensive capability. Furthermore, Swift Sparrow 3 is included in Ishtar’s base kit, making it an easy choice for an offensive skill.
  • Brazen Atk/Spd offers a larger offensive bonus than Swift Sparrow, but requires an 80% HP threshold. This makes it a more effective option with a teammate to support Ishtar in reaching this threshold, but generally Swift Sparrow is superior in ease of use and accessibility.
  • Fury offers bonuses to all of Ishtar’s combat stats while synergising with skills like Desperation. This makes it a compelling choice, but it remains inferior to Swift Sparrow when it comes to offense.

Passive B: Chill Res / Desperation

  • Chill Res is a fantastic supplementary skill to Ishtar’s kit, as the Resistance debuff allows for an additional 14 damage from the Mögþrasir’s consecutive attacks. This makes it one of the best offensive options Ishtar has access to when it comes to sheer damage.
  • Desperation is a great choice as it allows Ishtar to safely engage enemy heroes who survive her first two attacks. It may be challenging to reach the necessary HP threshold without Fury due to Ishtar’s frail defenses, but teammates can cover this role if need be.

Passive C: Atk/Res Oath / Even Atk Wave

  • Atk/Res Oath offers a +6 buff to both Attack and Resistance when starting the turn adjacent to an ally. The key advantage of this is the bonus Attack: provided Ishtar ends her turn adjacent to an ally, Ishtar can consistently maintain a +6 buff to her Attack stat. This will massively improve her damage output without the need for support from an ally.
  • Even Atk Wave offers the same bonus as Atk/Res Oath, but this buff is less consistent due to the turn restrictions. Nevertheless, this skill can be helpful in maintaining an offensive buff without the need for team support.

Sacred Seal: Sturdy Blow / Brazen Atk/Spd / Darting Blow

  • Sturdy Blow offers bonus Attack upon initiation, making it a respectable choice for those looking to maximise their Attack from the beginning of the battle.
  • Brazen Atk/Spd offers bonus Attack and Speed, but the HP threshold makes it difficult to utilise without Fury. With Fury in the A slot, this seal becomes much more appealing, as it offers a great offensive bonus while synergising with Desperation.
  • For those looking to maximise the range of targets Ishtar can make four attacks against, Darting Blow offers a large bonus to Speed upon initiation, granting an effective 47 Speed alongside Swift Sparrow 3.

Though the -2 to Speed and lack of refinery options make it weaker as a defensive option, Ishtar cannot expect to take hits so this is of little concern.

Assist: Dance / Flexible

  • As a support hero, Dance offers unique and irreplaceable support. The ability to refresh an ally’s action makes Ishtar a powerful support hero, and as a flier Ishtar has access to mobility skills that allow her to reach her allies more easily

Special: Luna / Moonbow / Glimmer

  • Luna is a great Special for Ishtar, as it complements the consecutive attacks offered by Mögþrasir exceptionally.
The best defense is a good offense, so Swift Sparrow may be preferable over Fury if Ishtar needs to engage in combat.

Passive B: Wings of Mercy / Flier Formation

  • Wings of Mercy offers fantastic maneuverability and synergises incredibly well with Dance. Provided an ally has less than 50% HP, Ishtar can guarantee a Dance or move adjacent to an ally to attack a foe. Wings of Mercy is particularly effective in gamemodes where Ishtar has more allies, such as Aether Raids.
  • Flier Formation is another strong choice if Ishtar is used as part of a flier team. Flier Formation allows Ishtar to maneuver around flier allies, allowing her to refresh her team more easily.

Introduction

Soirée Ishtar is a graceful combination of impressive offenses and dancer support. Her unique playstyle is defined by her unique weapon, the Mögþrasir tome, allowing Ishtar to deal consecutive attacks from range in exchange for a -2 penalty to Speed. This is a fair trade off however, as Ishtar’s ability to deal consecutive attacks combined with her impressive base stats make her a powerful red mage, even before you consider her role as a refresher.

With Mögþrasir and Swift Sparrow 3 in her base kit, Ishtar can take on a fearsome offensive role. Ishtar’s offensive stats sit at a respectable 48/41 with consecutive attacks with her tome and A slot, with further opportunities to improve her Attack stat through her Seal and buffs. Furthermore, her access to Dance allows Ishtar to support her allies as well, offering incredible flexibility. This role is improved by her flier classification, offering Ishtar access to mobility skills such as Aerobatics and Ground Orders. Balancing the ability to take down opponents or refresh her allies’ actions makes Ishtar a versatile hero.

These strengths don’t come without their weaknesses though, as Ishtar is one of the most frail heroes in the game. With a reduced BST due to her status as a refresher, Ishtar cannot take a hit on Enemy Phase without crumpling like paper. Nevertheless, with her impressive offensive capability and powerful support, Ishtar can dance across the battlefield as an instrumental member of any team.

“I haven’t been in such good spirits for a very long time.”

Ishtar, Fire Emblem Heroes

Strengths

Mögþrasir

Ishtar’s defining feature is her unique tome: the Mögþrasir. Allowing her to deal consecutive attacks without a heavy penalty to her Speed transforms Ishtar into a refresher with fearsome offensive capability. If Ishtar can reach a high enough Attack stat, or if she can safely deal all four attacks, few opponents will stand a chance at survival.

Dance

Dance allows Ishtar to refresh her allies’ actions, making her a powerful support hero. Alongside her offensive role, Dance makes Ishtar a versatile hero who can perform as an attacker and support simultaneously.

Impressive Offensive Stats

Ishtar’s base stats sit at a respectable 34/36, or 42/34 after accounting for her weapon. Though far from the greatest spread to grace an offensive unit, this spread is incredibly potent considering the low BST expected from a ranged refresher. With complementary skills and buffs, alongside the consecutive attacks from Mögþrasir, Ishtar can be a powerful offensive hero.

Weaknesses

Awful Defensive Stats

With Ishtar’s mediocre 36 HP and defensive spread of 16/22, Ishtar cannot hope to withstand enemy attacks. A vast range of heroes can defeat Ishtar in a single hit, meaning good positioning and careful play is a necessity.

Weakness to Archers

As a flier hero, Soirée Ishtar will take bonus damage from archers. Considering her awful defensive stats, even the weakest archers will have no trouble defeating Ishtar in a single attack.
