Prediction game - choose your demotes
I pointed out earlier that last year's demotes were from the 4-5 star pool to the 3-4 star pool.
Carrying on with that same tradition, maybe we can make a game of predicting the 13 (+1 current beast banner demote) 5 star units that would replace the current 4-5 stars if they move down into the 3-4 star pool
I've made it easy for you by giving you an either or below, considering they match up quite well and seem a natural way to go about it (make adjustments as you like but stick to 14):

There are some other possibilities I've left out either because they don't seem to have a natural pair: Leif, Minerva, Morgan F, Elincia, Leo, Jaffar, etc. which adds to their value in the 5 star pool, or the fodder includes valor or just seems too good.

Going by how strong they are, how late they got in the game and what units "feel" like they should be 5* exclusive (eg Ninian still being the only dragon dancer and Saber being one of the first units to join Celica).
I would say:
Azura, Hinoka, Rhajat, Julia, Olwen, Linde, Luke, Eldigan, Faye, Shiro, Katarina, Mist, Lyn, Ike, Karel.
IS needs to learn that Valor skills are not worth 5* locking - They are nice, sure, but with the 0 Stamina options farming SP only costs a person time and nothing else.
I personally would love Minerva to be demoted, she pity broke me 3 times so I wouldn't mind +10'ing her down the road.

Why would that be a thing? The 4-5* rarity is the worse. I rather see it disappear than strenghten it.
Also, I don't see them demoting all 4-5* units. Last time only pre CYL 1 units were demoted. This year, we could have only pre CYL 2 units demoted (so no Sylvia, Silas, Reyson and whoever gets demoted this banner). So 10 instead of 14.
Well I did suggest that the new units demoted becoming purely 4 star would be a dream senario, but maybe you missed that.
More to the point, I've suggested units that clearly double up on each other without being anything special, basically just bloating the 5 star pool. I can't see any reason that they don't get shifted down.
Sure your timing point is valid, but there were so many more units then. I would say a beast is needed in the 3-4 star pool, they're nothing special after all, Silvia will add variety to Olivia (who has shit almost rapey art but is a staple of the game) and Silas boosts the anti Reinhardt cavalry option that IS have been pushing hard with Laejyarn and Panne

Out of the ones you left off your list, I really think Leo's a very likely demote. His stats are not very good and we just got an arguably better free red tome cavalier unit with Greil's Devoted Titania.

Going with some logical choices here: I doubt they'll demote any Farfetched Heroes, and Sigurd has one too many skills in his base kit.
Also, as a bonus: Amelia, and maybe Minerva could warrant a demote. Plus, to even out the Fates siblings, Leo.
Every Gen 1 unit (aka anyone available on release). They've all been powercrept in one way or another and are largely unimpressive in general now compared to when the game started.
Also demote all units currently available in both the 4 and 5 Star pools. They did right by fixing it last time, only to mess it up again. They're demoted for a reason. Keep it that way.
And last of all, Mist. Not necessarily because she needs it, but because I don't have her yet.
