Unit Suggestion: Vaike, Zero to Hero

'Sup. I'm back again with another unit idea. It's one of the original ideas I had when my ADHD started drafting Heroes. He's a bit harder to balance, so I'm not 100% set on every ability.

Vaike - Zero to Hero

HP: 40
ATK: 35
SPD: 34
DEF: 25
RES: 23

[WEAPON]: Tomahawk (Axe, inheritable)
Might: 10. This weapon can attack units two spaces away from the wielder. Cannot target adjacent enemies.
[SUPPORT]: Rally ATK
Grants Atk+4 to an adjacent ally until the end of the turn.
[ACTIVE]: None
[A] Strong Riposte (inheritable)
Grants Atk+6 if unit is attacked.
[B]
[C] Infantry Pulse
Special cooldown count-1 at start of turn 1 for any Infantry allies with at least 1 fewer HP than unit. (Effects will stack with similar skills.)

As a Fighter, Vaike has naturally high HP and ATK with decent SPD, while his defenses are left to suffer. Because of this, he is best used as an offensive unit.

Ability Reasoning:
Tomahawk
Let's be honest, we really don't have a whole lot of diversity in what the weapons we have do, short of legendary weapons. I mean, we have two axes (and swords, no spear yet) that reduce CD with the only difference being that one is has more MGT. I thought it would be a change of pace to follow Vaike's official artwork, which portrays him with a Tomahawk. For balancing, I reduced the amount of MGT it would have to the lower end of the Axe spectrum to compensate for it retaining its nature in Fates of only being usable at a range of two, essentially turning it into a colored bow. Naturally, Close Counter would remedy this, but I see little difference in a Silver Axe/Distant Counter versus Tomahawk/Close Counter. The primary point of the Tomahawk, however, would be freedom of engagement for axe-wielders, especially those with a lower movement range, at the price of lower damage. I believe that reducing it like this would help keep it from becoming too overly powerful in the hands of stronger Heroes.

Rally ATK
I needed a fourth ability for him, and seeing as how Vaike is very ATK-heavy, it seemed to fit.

Strong Riposte (EDIT: Formerly Wrath)
Essentially a counterattack version of Death Blow, the basic idea being the addition of an ability that syncs with Quick Riposte and Vantage the way Death Blow syncs with Brash Assault and Desperation. The original ability increases crit chance when under 50% ATK, but since Crit is not a factor in Heroes that would essentially be Defiant ATK (as crit boosts translate into ATK boosts), so I tweaked it a bit and made it as powerful as DB (which also increases Crit in Fates, not ATK) but it triggers on Counter instead of Initiate. Because of Vaike's HP, he should be able to get one, maybe two (for weaker attacks) uses out of this before he is taken down without a healer supporting him, but more durable units like Chrom or Xander could get many more uses out of it.
Renamed for it's FE:Fates variant after the addition of Nephenee.

Infantry Pulse
I'm not really sure what to add for another passive that didn't make this one character completely broken on his own, so I added a support-type ability that naturally pairs with the high HP he has as a Fighter.

Thoughts? Comments? Concerns?

I like it. It's a balanced design for a ranged melee weapon and your take on Wrath is also nice - it would sync with Vantage very well just like in the games.
