This build is all about maximizing true damage.

Astra Blade: allows her to reach incredible levels of damage. In order for this build to work, her Atk stat needs to be as maxed as possible and the opponent's Def stat needs to lowered as much as possible, too. This gives her tons of true damage.

Assist: Any positional assist will do; Reposition is still the best.

Moonbow: This is her best special. She needs to lower the opponent's Def stat at any opportunity. With only 2 charge, this is the easiest way to do that.

Heavy Blade 4: Her massive attack stat of natural 69 (nice) with +10, full flowers, and summon support allows her to pretty much always meet Heavy Blade's condition. Heavy Blade 4 is easier to obtain if you are also going for Dive-Bomb 3 from Pirate Tibarn. Plus, it adds +5 more true damage per hit for a max of +10 if she hits twice. Alternatively, Swift Sparrow 3 can also work if you want more speed.

Dive-Bomb 3: The skill that fast fliers desperately (heh) needed. This skill fits right into her kit with no downsides whatsoever. If you don't have this skill, Desperation 3 still works, or you can stick with her default Acrobatics 3.

Atk/Def Rein 3: This skill does not exist.... But when it does, this is the skill to choose for her. Not only does it help Astra Blade's damage, it also assists with Heavy Blade 4/3's condition.
When it is available, take this skill over Atk/Spd Rein 3. Otherwise, any Flier C skill will do.

Seal: Choose Swift Sparrow 2 if using Heavy Blade 4, or Heavy Blade 3 if using Swift Sparrow 3.

Let's do some math, let's assume the opponent has high Def (i.e. 40). Her damage w/ +6 Atk and w/o Moonbow and no follow-up is: (remember to truncate!)
[(69+6+4) - (40-4)] + (0.5*[(69+6+4) - (40-4)]) + 5 =
43 + 21 + 5 = 69 . . . (wow, that's nice damage!)
Plus, using the above formula, even if the opponent somehow has 70 base Def with neutral color while our buffs are nullified and they have max visible buffs:
[(69+4) - (70+6-4)] + (0.5*[(69+4) - (70+6-4)]) + 5 = 1 + 1 + 5 = 7 damage
It's not a lot, but this is maximum base Def in the game and she still does some damage. Plus, the enemy would probably have low Spd, so with Dive-Bomb 3, she's hitting 14 damage in total before they attack at all, at minimum! Not to mention that Moonbow would be a guaranteed proc, too, bringing the most likely damage in this situation to:
7 + {[(69+4) - (70+6-4)*0.7] + (0.5*[(69+4) - (70+6-4)*0.7]) + 5} =
7 + {23 + 11 + 5} = 46 damage!!
That's a good chance she's murdered the highest Def enemy in one round, unless they have ungodly high HP.

In the end, she will melt anything she touches.
