Overview
M1919A4 is an MG with a Hunting Impulse Skill. This Skill has a low ICD and makes all attacks Critical for the short duration. As enemy HP has considerably increased with each new Event, this type of "kill things in the first volley" Skill for MGs just isn't very appealing anymore.

GZ SPEQ-Set Bonus
When equipped with all 3 SPEQs, M1919A4 cleanses HP Shields from enemy Giant units upon Skill activation. While Skill is active, all enemies have 20% reduced Damage.
Overview
M1919A4's Mod revolves around her Skill 2 and her GZ SPEQ 3-set. Her Skill 2 changes her targeting to be reliable, grants her a chance to knockback and stun enemies, as well as dealing 50% increased Damage to Giant units (enemy unit tags can be checked here). Her Skill 1 also got a minor upgrade, but it's pretty minor in comparison. The 3-set bonus allows her to remove enemy HP Shields from Giants once per Skill activation, as well as lowering enemy Damage by 20% during her Skill (as her Skill has a very low uptime this doesn't do too much).
Removing enemy HP Shields is quite good, considering how plentiful they are. And most enemies with massive HP Shields are also Giants.
Her knockbacks aren't especially reliable, and there's the additional problem of enemies in attack animations not being able to be knocked back making it even less likely.

Being an MG
MGs just come with several flaws that make them not very effective against newer content. Spending large amounts of time reloading and random targeting just isn't helpful when you need to kill several important enemies quickly.
Strengths
HP Shield Cleanse
Removing enemy HP Shields from Giants can be a big boon.
Frontmost Targeting
While not the best, this is still an improvement over the default random targeting.
Weaknesses
Likely to Need Manual Skill Activation
M1919A4's Doll slot SPEQ is a Bipod, meaning she will run out of Ammo just as her Skill becomes ready. Manually activating it when you want HP Shield Cleanse or after her reload would be recommended.

The M1919A4 Browning is the most common version of the M1919, first produced in 1936. It saw use both on vehicles and on flexible mounts with infantry throughout WWII -- but as general-purpose machine guns started to release in the 1950s, the M1919A4 was pushed out of mainstream use. They were still used on and off, however, all the way up to the 1990s.
