Stella's Prosthetic Eye

Overview

Stella Hoshii is a T-Doll that, at first, seems like a standard Damage Focus Rifle with a small specialness due to her passive that provides bonus Crit Damage after a certain amount of shots. Underneath that, however, Stella possesses unorthodox mechanics compared to every other RF available.

Stella’s puppets only do half of her Damage but fire independently, meaning that she also has effectively double her Rate of Fire. Additionally, Stella’s puppets will always target different units (specifically, one has normal RF targeting while the other always re-targets the furthest enemy on each shot) until there is no more than 1 unit in range. This avoids wasting DPS on last-hitting nearly-dead units since Stella’s attacks are always spread out if there are multiple enemies remaining.

Stella’s split damage does have a downside though, as her low Damage per shot means that against extremely heavily armored foes whose Armor exceeds her maximum possible Armor Penetration (130+), Stella will be doing somewhat less DPS than comparable Damage Focus RFs.

In short, Stella Hoshii is a T-Doll that is very standard on paper but when put into action can easily outperform many other RFs due to her unique targeting mechanism. However this comes at the cost of not being as good against specific enemies down the line. Due to Stella’s unparalleled mob clearing ability as an RF, she will see plenty of use for commanders who plan to run RFHG echelons, especially if they also have her powerful Special Equipment.

Stella’s puppets prioritize attacking two separate targets until there is no more than 1 target in range. This avoids her overkilling and, in boss fights, makes absolutely sure that any additional enemies are eliminated before concentrating fire.

Easily Acquired Special Equipment

Stella’s Prosthetic Eye simply had to be bought from the Event Shop and both significantly boosts her RoF and gives her more Crit Damage than other Capes.

Low Skill Modifier

The active component of Stella’s Puppet Mask Skill has a somewhat low multiplier of 50%, which is less than that of other Damage Focus RFs like Lee-Enfield or M14. This is partially made up for by her passive, which has a 6-10% boost to DPS depending on if Bleeding Jane is applied.

Full Analysis

Stella Hoshii has 117 Damage and 35 RoF, which at first seem to be on both the lower end of Damage and the lower end of RoF for Self-Damage buffing RFs, however this is made up for with her Special Equipment, as it brings Stella up to 38 RoF and increases her Crit Damage by 30%, which is an additional 5% more than the standard 5* Cape provides. Resulting in Stella’s stats being a bit more in line with other RFs of the same niche. Due to her special puppet mechanics that cause Stella’s shots to be fired sequentially but deal 50% Damage, Stella can be looked at as having 58 Damage and 76 RoF — stats much more fitting to ARs than RFs.

Stella Hoshii’s Skill, Puppet Mask, increases her Damage by 50% for 5 seconds and has an Initial Cooldown of 6 seconds, 1 second longer than most other RFs of a similar type. Stella also sports a passive that allows her to deal 50% extra Crit Damage on her next attack (one shot from each of her mini-Stellas per dummy) every 16 shots. This comes to approximately a 6.25% DPS increase, or 10% with Bleeding Jane.

Now while all of this does make her a decent contender for a good RF, Stella has some additional mechanics that make her stand out among other RFs. Firstly, her puppets will always attack different targets until only one enemy remains, which helps immensely to avoid overkilling enemies that RFs, particularly Damage-boosting ones, are very guilty of doing. Secondly, if Jill makes a Bleeding Jane, Stella will have her passive requirement reduced to 10 shots (allowing her to fire off the extra damage 4 times assuming that she’s consistently firing at something), and her RF class can easily take advantage of Jill’s Bleeding Jane effect with another source of Crit Rate in the team, such as Five-seveN.

Overall, Stella Hoshii is a great RF. On paper she seems like nothing special, however, her unique mechanics and likeness to an AR with AP make her one of the best possible choices for a general purpose RF. With enough stacking of Crit Damage, she can even hit incredibly silly DPS numbers that, while not necessary, will make her quite good for clearing difficult content.

History/Trivia

Stella Hoshii is a character from the game/visual novel VA-11 HALL-A: CyberPunk Bartender Action. In the game, she is the best friend to Sei Asagiri, and her cat-ear like protrusions are due to an ingame illness she was at high risk for, and thus the procedure to prevent this caused her to have them. Stella has a prosthetic eye due to an incident where she and Sei were held hostage by a rogue White Knight who eventually gouged out Stella’s eye when cornered.
