The enemy unit with the highest HP is attacked first, inflicting a guaranteed critical hit on them while also decreasing their damage by 10%, rate of fire by 10%, and movement speed by 10% for 3 seconds. This effect does not stack. This effect triggers again every 3 attacks.

Analysis
Continuing the trend of SWAP units improving upon their brethren, SWAP Vespids are a flat statistical upgrade, with superior stats across the board to their weaker cousins and an improved Skill 1 to go along with, improving the buff by a small bit. This alone is not enough to make a SWAP Vespid useful, so they must turn to their second Skill to try and make a niche for themselves.
Luckily, SWAP Vespids are handed a boon by their second Skill, which targets the highest HP enemy, and if the attack hits, will apply a 10% debuff to Damage, Rate of Fire, and Movement speed. This debuff lasts for 3 seconds, and cannot be stacked. Every 3 attacks, the Skill will trigger again. Thanks to a high RoF, SWAP Vespids will spread this around the enemy rather quickly, reducing the impact of a single target debuff.
This is not all good news however. Damage reduction is valuable, anything to help improve the durability of the frontline units helps, and RoF reductions have a similar effect, although many high HP enemies operate on Skills or other effects that can limit the value of RoF debuffs on them. Movement speed Debuffs are a mixed bag as, after the start of a battle, movement speed on enemies is rarely an issue. When combined with Manticores this can shine as it slows enemies being able to get back to firing at your frontline.
All in all, having a SWAP Vespid in your armory is worthwhile.
