MPL is a 4* SMG whose skill applies constant HP Shields to allies, and can be slightly jank on its own. However, she comes with a unity skill that activates when near her little sister MPK to prevent her from killing your own team.
Solo MPL has a couple applications as a constant HP Shield generating unit, unlike MPK who requires MPL to not kill her team. To avoid extra effort, just check MPK’s article for the rundown of the two’s main skill synergy.

Strengths
Constant HP Shields
Every time the passive procs, everyone near MPL gets an HP shield, which can be used in a pinch for not taking damage from certain enemies.
Unity Skill with MPK

Good Tiles
MPL’s tiles give 20% firepower to ARs, and her tiles synergize perfectly with MPK’s tiles and gives her extra evasion.
Debuffs Enemy
MPL’s active skill starts amplifying the damage taken for everyone around her. Enemies taking more damage is good.

Without MPK, MPL’s active skill starts amplifying the damage taken for everyone around her. This includes her allies and herself, which kind of defeats the purpose of generating the shields.
Shields Enemy
MPL also gives the enemies HP Shields. Traitor. This usually doesn't do much as MPL can sit further back in a team to not shield the enemy.
Low Range
Without MPK, MPL’s range is only 1 tile. With that kind of range, only incredibly close enemies can get tagged by her debuffs.
Low Skill Uptime
With a 6s initial cooldown and a 6/12 skill uptime, MPL’s active doesn't have a very high uptime.
Full Analysis
There are some quirks to MPL’s skill Critical Starburst, so let’s address them.
- Her passive always keeps activating, even while moving.
- The range for the Scatter pulses uses the formation tile system and is based on the X-axis distance only.
- The 1-second pulse time is actually affected by cooldowns, so cooldown reduction will make it pulse faster.
- Once her active skill wears off, the passive HP shield overwrites the active HP shield, instantly lowering it.
- The shield’s maximum stack limit is 5, but Scatter’s maximum stack limit is 1, so all other effects cannot stack larger
- The 40 damage is when MPL is affected by MPK’s Quench. The debuff is applied to any enemy affected by MPL’s Scatter (they don’t need shields to be affected, nor for the active skill to be up). Every time the affected enemy is hit by MPK’s Quench, they take 40 damage flat. This is calculated after the final damage is done, so it can ignore things like Orthrus shield reduction. Yeah.
All in all, the best MPL solo can do is act as a shield generator. Her tiles are alright. Leaving her active skill off and leaving her in the middle/back so she doesn’t shield the enemies or make your units start taking more damage is a possible application. The shield is a pretty pitiful 6 HP per second and 30 HP at max (18 and 90 under active) though. Her lack of any other survivability tools, average base stats, and sometimes outright harmful active skill make her a pretty bad unit on her own.

A quiet and reserved Doll on the surface, she actually has a very rich inner world. Compared to verbal communication, she prefers getting a sense of achievement from being a great judge of character. She loves practicing her observation skills on her wacky little sister. Apparently, before the sisters joined Griffin, her little sister once dragged her to a training camp and almost became an aerial search and rescue responder.
