Well it works with QooApp and i am living in France so i guess yes. Don't worry you have nothing to lose, if you can't buy because of Apkpure the transaction will be refuses that's all.

Could I buy Saint Quartz with Paypal im living in Germany and used APkpure to download the english Version. I searched a bit online but some say it works other don't and currently I can't try it xd

Worst case scenario you'll have to use the PayPal money to buy USD Play Store gift cards, but It should work via PayPal as well

I download the game from Apkpure as well and Paypal works. You'll just need to link the paypal account to your google account on the mobile device and maybe give it permission for in-app purchases.
Do keep in mind that there's some currency exchange rate in play ($ to euro), so the price may vary slightly from day to day.
