For his stats, he's kinda weird. His HP is quite big for the Attacker type while his attack is considered low. Especially compared to other FES characters. His leader skill is not at the FES tier in my opinion. Its only okay-ish.

Dark Genocide
Deals 487% of damage to the enemy.
God Press
Deals 703% of damage to the enemy and ATK -11% for 7 seconds to the target.
Gravity Smash
Deals 472% of damage to the enemy and [Stun] the target for 1.5s.
Destruction Omega
Deals 1418% of damage to the enemy.
Omega Execution (SP Card)
Deals 1800% DMG equal to ATK (5PG).
Striker Skill
ATK -9.6% for all enemies and allies recover 1% of HP every second for 10s.
Analysis
His skill set is passable and doesn't really differ from the 94 version. Dark Genocide still has the same problem as Genocide Cutter; it doesn’t hit a grounded enemy (OTG). Although, God Press can be quite good if you are surrounded by enemies, plus it will decrease the enemy attack. Gravity Smash has good area coverage both while charged and launched, and it can also stun the enemy. His SP Card skill doesn’t have any special note, it's average.
Another note is his attack string (tap combo) is not that good. He has some delay on the 3rd animation that needs to be canceled. His long finisher animation can be a lifesaver when the Chain Quest hits the Global server.

Now for the core. He is another weirdo. He has 5% DoT Resistance . Not too good, not too bad. Stun duration 40% down is good. But…yeah. Nothing worth noting.
Passive that attached to his skill: Recover 3% hp when God Press is landed is good. But since it’s a grab move, it cant be stacked. Also, World Conquest is not really anything new. Especially with the requirement of low HP… it's too risky.
Conclusion
Omega Rugal is probably one of the most anticipated characters to appear on KOFAS. But he didn’t really bring what makes this character super busted in the OG game. I really suggested you save because the real busted unit is on the horizon. As the next FES is the 3 Orochi versions of the New Faces team(Shermie, Chris, Yashiro) and they are passable FES. The real deal is Orochi '97 that I predict will be coming next month.
Believe me that you will need them as the Orochi '97 squad is really busted and can make almost all current global characters run in fear.
TL;DR, save for future content. This one is not worth it.
