She charges into the enemy with great force, akin to a rocket. Furthermore, there is apparently a theoretical design for a rocket driven by fusion propulsion called a Fusion Driven Rocket.

Character Spell Cards
An extremely large bullet of light similar to the Sun that strikes the enemy. Because there are many parallels between Utsuho's bullets' nuclear fusion and the Sun, it is possible that the flare in this Spell Card's name is a reference to solar flares, the explosions that occur on the surface of the Sun.
They are the largest explosions in the Solar System, and the solar storms that they produce can even affect the Earth.

She loses control and rushes recklessly into her target. While the Spell Card's name may suggest danger, being uncontainable is kind of normal for Utsuho, as she tends to act of her own accord anyway. However, this is an attack of immense power, made with the ultimate energy of nuclear fusion―It is far from the norm.

Manifests a young star. The Primordial Sun is the Sun when it was first born 4.6 billion years ago. It is believed that at first, it gave off light not by nuclear fusion but by gravitational collapse of interstellar matter. In a way, the name could be describing the time when Utsuho first became a vessel for Yatagarasu and was overflowing with power―both divine and her innate power as a Hell raven.

Character Analysis
Utsuho Reiuji was released on October 20th, 2021 in "Prayer: CAUTION! Fusion Firekeeper." She was initially a Festival on release and later added to the general pool. For more up-to-date analysis, be sure to visit the Official Discord Server.
As a pet of Satori Komeiji, Utsuho Reiuji led a simple life for a fairly long while. She was just an ordinary hell Raven until the gods of Moriya descended from the surface, feeding her the god Yatagaratsu in a bid to obtain nuclear power, and granting her the power to manipulate nuclear fusion. She went mad from the power, aimed to take over the world, and then was bonked on the head until she calmed down in Subterranean Animism. Since then, this empty-headed raven with a big heart has run Gensokyo’s one and only nuclear power plant. And it sure is nuclear power, because Utsuho is here to blaze your enemies with the light of the sun.
For farming, Utsuho’s All targeting Last Word is very potent, due to her extremely high self Yang ATK & Agility UP on turn 1. She also isn’t affected too badly by a lack of Awakening levels, should you choose to use her for cheaper farming.
For harder fights, Utsuho can provide the whole team with between 5 to 6 levels of Agility UP (which can be of limited use due to most Slice attackers already having high levels of Agiltiy, but is still something), on top of her All targeting Last Word, Primordial Sun, still hitting extremely hard. Backing this is up is a decent but overall average array of Breaks: Hell Wave Cannon has Sun at 0p with All targeting on a basic shot, Explosion Sign: Mega Flare has 1/2/2/3 Solo targeting Sun Breaks (on top of a impressive Slice scaling), and Atomic Fire: Uncontainable Nuclear Reaction Dive has 1/2/2/3 Solo targeting Fire Breaks on top of applying 2 levels of Yang & CRIT DEF DOWN for 3 turns to the target.
Overall, Utsuho’s a good attacker with reasonable but average breaks and solid Agility UP team support. She’s also very endearing and cute, which isn’t actually a perk in the strictest sense but still well worth mentioning.
Her Slice scalings are as follows:
Explosion Sign: Mega Flare: 70%/70%/0%/80%/0%/80%
Primordial Sun: 50%/70%/80%/0%/100%/0%
Story Card Recommendations
Spell Card
Since Utsuho already caps out her own Agility for her Last Word, you can look to either Yang ATK UP or Spirit Power UP, depending on if you need more damage or more Breaks. She may give herself +2 Spirit Power right away, but as her Spell Cards do not refund any Spirit Power, and are both Solo targeting, she will need Story Card support to make the most of her Breaks. For stat sticks, look to Yang ATK & Agility, favoring Yang ATK if you can’t get both.
Last Word
Due to Utsuho already providing herself with Agility UP, Yang ATK UP, and Accuracy UP, combined with the fact her Last Word is fully tagged with Energy, she greatly prefers a Energy DMG UP Story Card. Yang ATK UP is also acceptable if you have no sources of Energy DMG UP.
Character Skill Level Up Recommendations
Third Leg provides the greatest benefit to both Utsuho and her teammates at max level, and as such should be prioritized first. Next, Leg of Fusion provides her with just the extra smidge of accuracy to make sure her Last Word doesn't miss (though it's already unusually accurate), plus access to its sixth Bullet on turn 1 (which isn't huge but hey damage is damage). Lastly, Leg of Decomposition provides the smallest comparative benefit and is thus saved for last, though it is still extremely useful (for the Agility UP. The Dodge UP is useless and just there for flavor purposes).
Character Strengths
+ Extremely strong All targeting Last Word, for farming or longer fights alike.
+ Provides Agility UP for the entire team, though this is of limited use.
+ Can provide Yang DEF DOWN on a priority target or two.
+ 0p All targeting Sun Breaks on a Basic Shot
