Even as a goddess placed under the strict restrictions of the Capital, Hecatia can still communicate with her bodies in different worlds. Or rather, the Capital doesn't try to prevent her from doing so. This allows her to exchange information across worlds. Her ''interdimensional communication'' ultimately makes the exchange of information and matter of equal value across worlds possible. Naturally, this exchange of matter also extends to bullets. One wonders if the Capital is aware she uses the gates to enjoy interdimensional battles of bullets. Apparently, dark energy, which flows throughout the universe, is used to control the interdimensional gates. Dark energy is like the universe's gasoline... No, it's more like its geothermal heat. Think of it as the universe's version of the fires of Hell.

Character Analysis
Hecatia Lapislazuli (Gate Administrator) was released on March 17, 2023 in Prayer “Gate Administrator Ultra Festival”
Of the three hats she wears, Hecatia’s Moon body seems to be under the greatest burden. Acting behind the scenes as both a coordinator of the secret meetings between otherworlders and Kaiju, she is also present to greet our protagonist when they eventually reach her domain, from whence the gate connects to the Lunar Capital. It is here where they learn the truth of the world of Summer Friends; a chilling realization of what has happened, and what lies at stake should they press on towards the Moon.
Deep beneath the ocean waves that have consumed Gensokyo, she fully manifests her role as Gate Administrator; a Support-Class Friend who bolsters attackers of all types, keeping them safe from harm while also exterminating any daring enough to attempt to cross her threshold.

Though an abundant source of fuel herself, Hecatia can use a boost of power from cards like The Witch of Scarlet Dreams, though Mountain of Faith has the additional benefit of boosting Spell Card 2 by 30% as well. For damage related cards, opt for The Secret God of the Sky for Spell Card 1 to boost it by 50% while adding to her Crit ATK, or Puppeteer and Necromancer to give her Spell Card 2 a flat 50% boost.
Last Word
Being able to cap out her own Yin ATK means that Hecatia benefits most from upping damage output. With her Stargate emanating pure Energy, Lunatic Red Eyes is a Story Card that was practically made for her, giving both Energy bullets and Moon Element bullets a 50% boost in damage while extending Party Crit ATK by 3 Turns. Lacking this card, you can go with Unknown Barrier Team for a flat 50% boost to her Last Word. Underworld Party Night exchanges some of that output with Crit DEF and Yin DEF debuffs on an enemy, while Worlds in Hand buffs party Crit ATK, useful if you’re hitting Killers with your Friends.

Skill 3, Accelerated Particles provides her team Spirit P and Accuracy support required to start strong while giving her some Paralysis barriers to up her output. Skill 2, Subspace Network is a necessary component to max out if you want to cap out those Yin ATK levels quickly. Skill 1, Beyond Light Speed will then give you and your team additional barriers to survive, while fuelling additional team Yin ATK buffs through grazing.

Stored within this form of Hecatia is a bountiful source of buffs that lean towards Yin attackers. She can easily max out party Yin ATK and DEF levels (great for Friends who have Hard scaling) via a combination of Skills, Spell Cards and Graze/Boosts. Friends with Slice scaling also benefit from Agility buffs, and Yang attackers aren’t left behind with her Spell Card 2 providing Yang ATK buffs. Additionally, she fills out team Accuracy and provides a constant source of Spirit P, providing teams the firepower they need to excel.
A Defensive Gatekeeper
Meiling now shares her unique role with Hecatia, who brings defensive buffs and other forms of protection to the table. Asides from giving her team Yin DEF, she can also reduce Moon Damage to the team by 50%, and recover team Barriers. Additionally, Hecatia takes 35% less damage from Youkai enemies, leaving a broad swathe of Gensokyo unable to do more than dent her exterior.
Shockingly Broken
Hecatia breaks Paralyze barriers with frightening efficiency. Spell Card 2 will inflict and break 2 layers of Paralyze on all enemy targets, while her Last Word doubles this, inflicting and breaking 4 whole barriers at once. This is very certain to result in entire teams being Full Broken, leaving them open to retribution from her teammates should any survive the initial hammerfall.
