Kaiun (a Touhou LW original) refers to an unfamiliar or suspicious-looking cloud. This temperament is a perfect representation of Ibaraki-Douji's Arm. She is endowed with Reverse Metal Phase, the element of unveiled secrets, and Reverse Sun Essence, since she vehemently opposes all social norms.
The cold and silent Metal Phase resists Earth Phase, because earth bears metal, but it is weak to Fire Phase, because fire refines metal. Thus, Reverse Metal Phase is weak against Earth Phase and resists Fire Phase.
The alluring and arrogant Sun Essence resists the diverse and uncooperative Star Essence, but it is weak to the cooperative and indecisive Moon Essence. Thus, Reverse Sun Essence is weak against Star Essence and resists Moon Essence.
Ibaraki-Douji's Arm's Spread Shot (a Touhou LW original). She wields shadow-flame in this attack. Shadow-flame, or ''inka,'' is a type of onibi, a mysterious light that appears near graveyards at night. It may look like oni leave themselves wide open when they attack, but if they hit, their opponents will surely meet a tragic end.

Ibaraki-Douji's Arm's Spell Card (a Touhou LW original). She buries her opponent under several stone pillars. You could probably tell, but she doesn't even take one step, let alone three. The most notable oni in Gensokyo are Suika Ibuki and Yuugi Hoshiguma. According to Suika, Yuugi is more physically strong, whereas Suika is more skilled with youjutsu (or, more specifically, kijutsu, since she is an oni). Ibaraki-Douji's Arm seems to be rather skilled at both, so perhaps she prefers to use a balanced fighting style that combines both physical strength and youjutsu.

It's as if she contains all the wickedness possessed by the oni known as Ibaraki-Douji condensed into a smaller form. What could this possibly mean? And if she's just the arm, where is the rest of Ibaraki-Douji...?

Not much is known about the ability of Ibaraki-Douji's Arm.
Please refer to a different document if you wish to know how Ibaraki-Douji's Arm acted in the past and who she came into contact with. Only an extremely limited few know the truth: Reimu Hakurei, the Hakurei Shrine Maiden; Kasen Ibaraki, the hermit also known as Ibarakasen; Tenshi Hinanawi, the celestial; and a few officials of Hell. Her nature is obviously that of an oni, but as her name implies, she is not a complete oni. Regardless, she is still an oni, and thus she is a being to be feared who is seldom spoken of. Oni are much more dangerous than your average youkai, and they are ever mysterious. So much so that some people think they should be classified as their own type of creature rather than being lumped together with youkai.
The name Ibaraki-Douji appears in many historical documents, and the name attached to this ''arm'' probably refers to the same being. More information might be gleaned by referring to those historical documents directly. If there is any instance of an oni named Ibaraki-Douji having their arm cut off, that should be enough to confirm the connection.
The being who calls herself Ibaraki-Douji's Arm looks almost identical to Kasen Ibaraki. This is an undeniable fact. However, it still isn't exactly clear what their connection is... They could be identical twins considering how similar they look. One is a hermit who gathers faith in the Human Village, and the other is a malevolent oni. What is their true relationship?

Ibaraki Douji’s Arm was released on February 24, 2023 in Prayer “Severed Arm of Shadow Festival”.
Locked within a sealed box lay an ancient arm, separated from its owner who wished to lock that malevolent part of herself away from all time. There was a time whence our resident shrine maiden would unseal it unwittingly, unleashing this great evil unto hell as she made herself whole once again with the body of Kasen Ibaraki, returning her to her former self as one of the Four Great Oni who once terrorized Gensokyo.
Today, Ibaraki Douji’s Arm manifests as a presence following our protagonist on her quest, to be unleashed only as a last resort. She is a Destroy-class Friend who can rally her party’s Crit while wreaking havoc on the battlefield.

While Ibaraki’s Arm can stock herself with Spirit P, it never hurts to have more, especially when trying to max out your party’s Crit ACC and hit those Burn breaks, making the The Witch of Scarlet Dreams a standard recommendation. The Secret God of the Sky does well raising damage on her first two Spell Cards which are 100% Heavy Bullets. For Yin support, go with cards like Rainbow Dragon Cave to give her levels a boost. This recommendation in particular also boosts Star damage; useful on Spell Card 2!
With a fully Energy packed Last Word, Unknown Barrier Team complements her perfectly, boosting her with much needed Yin ATK and general damage output by 50%. Worlds in Hand provides a more modest boost at 30%, but helps with a party-wide Crit ATK boost.
Character Skill Level Up Recommendations
Skill 2, Violent and Cruel Oni allows her to get a running start with 3P, helping her party reach maximum Crit ACC sooner. Skill 3, Heretical Oni will then make her self sufficient with Accuracy buffs and some Yin ATK for herself, and more Crit ACC for her team. Finally, pile on the team Crit ACC with an extra serving of Crit ATK with Skill 1, Inhumane Oni.

Critically Acclaimed Friend
Ibaraki’s Arm has a knack for singling out enemy weaknesses, with the ability to boost both Crit ACC and Crit ATK for her entire party to dizzying heights. Her own lines feature the powerful Youkai Killer alongside a few others to help her hit broad swathes on Gensokyo’s populace, as well as Explosive bullets that give her a chance of landing crits on enemies with heavy Yin or Yang DEF (bullet line dependant). Keep her stocked with Spirit P and soon you’ll be partying on the smoldering ashes of your enemies’ remains.
Burn Baby Burn
Friends with the ability to both drop and break Anomalies in a single breath are always cherished. Ibaraki’s Arm does this on her Spellcard 1 which also hits ALL enemies, leaving them with much fewer barriers than before.
Character Weaknesses
Needs Yin support, odd Element balancing
Ibaraki’s Arm is very heavily weighted towards landing Crits, with very minor Yin buffs on her end. You will want to fill this gap with allied supports, or Story Cards to keep her Yin ATK levels healthy. Its also hard to pinpoint any particular element for her to break, with some awkward choices in her kit.
