Thus, this is an apt temperament for this Reisen of the mysterious Capital, as it is her duty to oppose them. Her temperament is not limited to the usual archetypes because the colossal system of the Capital is altering it.

The Focus Shot of Reisen from the Capital (a Touhou LW original). She attacks with one of the bombs that are provided to Peacekeepers for relatively dangerous missions. Officially, they are tools of peace used to quell violence. However, some people think they are too powerful for such a task, and this has led to rumors that these bombs are also anti-kaiju weapons. To pull the pin, Reisen must pass the same user authentication process used for the New Lunatic Guns... each time she goes to throw one.

The ability of Reisen from the Capital (a Touhou LW original). Reisen's ability has not been determined in this world either. However, it is assumed that her ability is mostly the same as the other ordinary moon rabbits. In this Reisen's world, the lives of the moon rabbits in the Capital are strictly and thoroughly managed by the Four Temples. - The Plentiful Temple creates and distributes all commodities from food to tools of peace (a.k.a. weapons). - The Truth Temple thoroughly monitors anything that deals with information, such as news, education, and the upkeep of ethical standards. - The Peace Temple deals with any foreign threats, civil unrest, security, and cooperative command. (However, it is said that there is no civil unrest within the Capital.) - The Love Temple directs the citizens of the Capital. (It is not clear what exactly this entails.) It is said that the Four Temples work perfectly together and that the moon rabbits, including Reisen, trust them completely. The Four Temples are similar to government ministries. However, multiple temples are usually involved with each aspect of life in the Capital. For example, the equivalent of a police department in the Capital consists of the Plentiful Temple in charge of distributing resources equally, the Truth Temple in charge of maintaining healthy thoughts, the Peace Temple in charge of maintaining an everyday peace, and the Love Temple in charge of managing the direction of the Capital. Also, since there is no concept of fixed occupations for the average moon rabbits, they are tasked with various jobs and missions depending on what is required on that specific day. This means that the moon rabbits spend each day being passed from one temple to the next in an endless daisy chain... The Capital is wasting resources on an enormous scale. These moon rabbits are called "sisters" by the Four Temples, and it is their duty to live in this colossal yet meaningless system for eternity. Why did life in the Capital turn out like this? Perhaps the "Three Leaders," an organization above the Four Temples, know the answer. The being known as "Lady Yagokoro" seems to be one of the Three Leaders. The moon rabbits can see her image and hear her voice during their everyday life. However, it is rumored that no one has ever seen her true form or listened to her speak directly. This Leader is obviously Eirin Yagokoro... but what is going on in this world? New Moon Rabbit Suit: This is the suit and helmet provided to Reisen that she always wears. It may not look like the uniform with a blazer that moon rabbits generally wore in the past, but this is the latest model of that uniform with the same primary functions. However, this is not a military uniform but a peacekeeping uniformâ€•a tool of peace. Each new iteration of this uniform is labeled "new," and their functionality doesn't really change that much, so it is hard to differentiate between them all. New Lunatic Gun: This is apparently the latest iteration of the Lunatic Gun that is provided to the moon rabbits, even though it does not look even remotely similar to the original model. These guns are also always labeled "new." This Lunatic Gun has an advanced multi-payload design that allows the use of various different bullets. However, the attachments must be changed by hand. Pulling the trigger is an act synonymous with keeping the peace, so it requires permission from all Four Temples. It is a hassle, but before firing each bullet, Reisen must receive confirmation that this use of resources is worthwhile, that this action comes from wholesome thoughts, that this is an action to keep the peace, and that this is an act of love. However, there is no need to worry, as pulling the trigger accesses the central network where the request for approval and the decision is made almost instantaneously. If the request is approved, the gun's safety is deactivated. But if the request is denied, the gun's safety is locked. The details of the request vary according to the bullet type and amount of bullets, but there is also a rumor that the gun has worked in environments where communication is impossible, so there are doubts that this fire approval system even exists.

Character Analysis

B3 Reisen was released on May 27th 2022 in Ultra Festival: Peacekeeper of the Capital.

The Lunar Capital from the B-Type Universe is truly puzzling when looked into. The Lunar Capital has always been a technologically-advanced civilization, but this binary-like universe alteration has taken the extreme in assigning Lunarians of importance to "Temple" roles. Not only do they overlook every basic and complex structure of Lunarian society, but the rabbits of the moon are required to endlessly toil for every temple, swapping over roles very occassionally. It seems to be a frightening scenario, one that some may call a dystopia, but there isn't anything more dystopia-like than the capital being under attack. Still owing a great debt to the Watatsuki sisters in this universe, B3 Reisen is the defensive representative of the moon rabbit population, serving as an S Tier Friend.

When it comes to farming, Reisen does a good job. With her Last Word, Red Moon of the End (Last Contact), Reisen can do some good damage to all enemies especially if they are susceptible to her range of killers or are weak to Fire or Moon. However, when it comes to story card farming, Reisen can only farm Mysterious Sword Master (3-3-3), The Secret God of the Sky (3-6-3), and Secret Sealing Club Girls (Hifuu E9).

Challenging content is the place where Reisen can do some work. As the peacekeeper of the capital, her ability isn’t necessarily to protect the peace through her own power, but to help her allies protect the peace with her. This is exemplified with her 2nd skill, Support Payload. Her 2nd skill gives the party 2.5 levels of CRIT ATK and CRIT accuracy and provides herself with 0.75 P. While the skill can be powerful, the RNG of the skill may be a bit of a deal breaker as it can make your damage vary assuming you need her to proc the high roll where you can get 3 stages of CRIT ATK and CRIT Accuracy. Her 3rd skill, Supply Payload, continues on by providing the team with 0.75 P, gives the party 3 levels of Yang ATK, and 2 levels of Accuracy for 1 turn. While the buff duration of this skill is not the best, the short cooldown of the skill and what it provides makes it an excellent tool. However, her 1st skill, Protection Payload, leaves much to be desired as the buffs that it provides are mediocre at best. With the skill providing 3.5 levels of CRIT DEF and CRIT Evasion for 5 turns, the skill doesn’t provide the team anything to work with for the most part. As such, you can freely use her 1st skill as a way to make her go first through Quick.

Her spell cards lend another way for her to support the team. Her 1st Spell Card, New Equipment: Firework No. 8, provides the team with 3 levels of Yang DEF for 3 turns and 2 barrier layers. Her 2nd Spell Card, Experiment: Zero Gravity Missile, gives the party 2 levels of CRIT Accuracy for 3 turns and most importantly, a party 0.85 P which scales with boosts. While these Spell Cards may not do a lot of damage, their utility is especially helpful - In particular, her 2nd card gives the party P which scales with boosts. Not only can you utilize her good barrier breaks, but can also support the team as well. Finally, her Last Word provides the team with 3 levels of Yang ATK for 2 turns, 3 levels of Yang DEF for 3 turns, and 2 levels of CRIT ATK for 3 turns. As such, Reisen's Last Word is a powerful tool for nuking as she can go first through skill 1, thus guaranteeing buffs for your nukers.

Barrier breaks are another place where Reisen excels at. She possesses a P0 Moon and P0 Fire basic shot, has good access to Wood breaks on her 1st Spell Card, and decent access to Earth breaks on her 2nd Spell Card. While her Wood access can be a bit mediocre due to its backloaded structure, her 2nd Spell Card shines due to P generation on boost, as well as breaking both Earth and Moon easily. Finally, her Last Word has a focus on Fire and Moon with the Moon breaks being a bit backloaded.

Overall, Reisen provides the team with good support and a decent access to barrier breaks. She can provide the team with good CRIT support and a hint of Yang ATK support as well. She may not be the strongest compared to her compatriots but she can definitely give them the help they need to repel their enemies.

As with all characters, Spirit Power is a powerful tool to use. As such, Witch of Scarlet Dreams remains a powerful option for all characters in the game. Another tool that Reisen can also use is Myouren Temple Anniversary which can provide her team with more P and even debuff enemy Yang DEF. She can also use Standing Behind You as a way to try to milk as much damage as possible on her spell cards. Finally, to increase Last Word damage, use story card fillers that have Yang ATK, preferring ones with Yang DEF.

Bloody Order

For her Last Word, The Secret God of the Sky remains her best slot as her Last Word is all Heavy. An alternative that people can use would be the Bloody Order story card as it boosts her Fire bullets and increases her CRIT ATK as well.

Character Skill Level Up Recommendations

Reisen’s 3rd skill, Supply Payload, provides her with the most amount of team utility and damage as it gives her Accuracy, Yang ATK, and Spirit Power. Afterwards, her 2nd skill, Support Payload, should be leveled to get as much CRIT ATK as possible to help her do as much damage as possible and possibly be able to get more barrier breaks with the additional P that she gets. Finally, her 1st skill, Protection Payload, can be left unleveled until you have other skills to level as the skill doesn’t necessarily provide her or the team much value aside from giving Reisen the ability to go first.
