Character Analysis
Reisen Udongein Inaba was released on May 11th, 2021 as part of the starting roster.
Reisen Udongein Inaba is a moon rabbit who fled from the Moon to Earth as a refugee from the Lunar War, which is the name of a war between two worlds that started in 1969 A.D. Reisen found herself in Gensokyo where she met two more notable escapees of the war and asked for refuge with them, eventually swearing loyalty and helping them out. Because of her newfound home in Gensokyo Reisen proudly proclaims herself to be an earth rabbit, despite being born a moon rabbit. Reisen has the crazy ability to make people go...well...crazy. Using her "Lunatic Red Eyes" Reisen is able to manipulate brainwaves through eye contact, causing her victims to hallucinate horrific things and force them to lose their minds or go into depressed states. She can also manipulate light and sound waves to deceive her foes. However, despite the effects of her abilities, Reisen is actually quite tame in personality and has sound judgement. This is thought to be due to her experiences escaping the war but Reisen has a high level of anxiety caused from her being constantly on the run from her people who might try to take her back. This causes Reisen to be quite thoughtful in nature. In LostWord, Reisen has a couple interesting tools at her disposal, but doesn't pack quite the punch most people look for in a unit, landing her in A Tier.
For farming, Reisen needs two or more turns, and unfortunately has lackluster ATK values. She at least doesn't need any Accuracy, thanks to the Paralyze, but her mixed Last Word means that only maters so much.
Reisen isn't all without use, however, she does have a couple things going for her. To reiterate her access to Moon element attacks is quite strong, making her famous for annihilating the first main story boss with ease. Another thing worth looking into is her ability to make use of barrier anomalies (Check out our Advanced Combat Guide for more info on Barrier Anomalies). Her first Spell Card, Illusion Bomb: Myopic Fireworks (Mind Starmine), bullets 3, 4, and 6 can break barriers with the statuses Burn, Freeze, and Paralyze (in that order) and while it may take some setting up, can be pretty helpful for taking down bosses with many resistances. Her second Skill, Red-Eye Bullet, makes great use of this trait. She's able to apply, at most, 2 Paralyze Anomalies for 2 turns onto all targets on the field. Reisen is then able to make use of this skill when use in conjunction with her previously mentioned Spell Card.
Reisen also has multiple ways to lower both her target's accuracy and evasion. When paired all her skills, including Red-Eye Bullet which can apply Paralyze to her target, she leaves her opponent quite vulnerable both to her attacks and her allies attacks. However many of these pros fall into many different niches and you won't be able to efficiently use Reisen if your foe isn't vulnerable to Moon element attacks and you don't properly set her up.
In addition, Reisen's damage is rather underwhelming. This is a particularly annoying flaw to have given that her Spell Cards only hit a single target. This and her overall lack of utility makes her a little awkward to use. However when applied correctly even this rabbit can find herself a spot on your team. ...Just don't look into her eyes.

Spell Card
Make sure Empty Heart: Scars of an Empty Heart (Discarder) has Accuracy UP cards like Valued Tools of Trade as it has an extremely low hit count and is prone to missing. Otherwise, she'll want to use Spirit Power UP cards like Witch of Scarlet Dreams, and as much Yin and Yang ATK UP as it takes to get the job done. For stat sticks, look into using Yin ATK, with some Yang ATK, if you're trying to maximize her output.
Last Word
Reisen thrives on Energy DMG UP, to try to make the most of her Energy bullets, which Unknown Barrier Team fulfills as it is the best Energy Bullet UP card that we currently have with an added benefit of increasing the user's YIN ATK. If you don't have that card, an alternative card that you can use would be Where the Wind Priestess Is as it is the second best option for Energy Bullet UP buffs.
If you don't have either of those, you can look for Yin ATK UP cards like Overwhelming Firepower, or Yang ATK UP cards like Ordinary Magician if you've already hit a high number of Yin ATK UP levels.
Character Skill Level Up Recommendations
First things first you're going to want to go ahead and max out her second Skill, Red-Eye Bullet as having it at level 10 allows it apply 2 Paralyze barriers instead of just 1. Having the anomaly break option when meshed with her Spell Card 1 and the lowered Evasion makes Reisen a lot more useful overall. Next up Wavelength Expansion should be prioritized over Reisen's first Skill as it lowers both Crit Evasion and Crit defense as opposed to Wavelength Compression only lowering Crit Evasion (the lowered Crit Accuracy on opponents is irrelevant and will never be very helpful). The last two Skills mentioned can both be safely leveled up to level 9 as level 10 only provides a 1 turn cooldown cut.
