Character Analysis
Seiran (Thought Investigator of the Capital) was released on March 10, 2023 in Prayer “Blue Bunny Crimebuster Ultra Festival”.
Having gone their separate ways, the moon rabbit duo now find themselves on opposite ends of society. Unlike her hard-boiled once-compatriot, Seiran ascended the ranks of the elite, playing by the rules and cementing her position as one of the top investigators of the Lunar Capital. Wielding a chrome plated mochi hammer as grand as her ambitions, this variant of Seiran is a Speed-class friend who supports Yang Agility teams with Water and Moon elements while stopping enemies in their tracks with Freeze and Paralyze anomalies.

Spell Card
Players looking to capitalize on the gains a triple Boost gives to Seiran will want some additional Spirit P assistance which The Witch of Scarlet Dreams provides in good supply. Members of the Yakumo Family and Ordinary Magician are both good options to raise and extend her Yang ATK buffs, with the former boosting Water damage while the latter gives her an additional level of Crit ATK. Should you have sufficient Yang ATK support from others, consider equipping a Miracle Mallet to give her Crit ATK the polishing it needs to shine. She’s good with mallets, isn’t she?
Last Word
With her elements being divided between Moon and Water, boosting her Heavy damage with cards like The Secret God of the Sky is more efficient, providing a flat 50% boost while giving her additional Crit ATK boosts. Standing Behind You serves as a good alternative, boosting Moon bullets by 30% while giving her Crit ATK as well. Should you lack these cards for some reason, other Heavy damage boosting cards like Summer God, Fantasy Sea will work in a pinch.
Character Skill Level Up Recommendations
Skill 2, DIY Strength Meds is a must-have for team Accuracy and Agility buffs, as well as some Spirit P to spread cheer. Skill 1, Otherworldly Mallet gives Seiran the fuel she needs to hit those Spirit P levels she needs to hit her element lines, break anomalies and lay down a stun or two if she needs. Skill 3, Quasi Thought Scan can come last, providing another layer of Freeze to break on her opponents while also debuffing enemy Accuracy and Crit DEF.
Character Strengths
Powerful Damage Synergy
All of Seiran’s knowledge comes to bear with the plethora of synergies in her kit geared towards inflicting pain. A combination of Yang ATK and Crit ATK buffs for herself and debuffs on her enemies gives her a good head start while her Agility scaling lends her a good burst of speed. Her ability to deal 30% more Water and Moon damage on enemies weak to those elements will leave her opponents rooted to the spot as the hammer comes rushing down, the moment of impact made sweeter by the range of killers she has, which include Youkai, Kaiju, Moon Rabbit, Fairy, Machine and God. There won’t be much left to clean up when she’s done with her opponent.
An Anomaly in the Ranks
Seiran is able to manipulate both Freeze and Paralyze Anomalies to her favour, distributing them among her enemies and breaking them in wide sweeping ALL attacks that cover her Spell Card 1 and Last Word. She can do the same on a single enemy that has Burn applied to them with her Spread Shot as well.
Stunning Presence
Players looking to devise stall based strategies will enjoy Seiran’s ability to guarantee a stun on her 3P Focus Shot. This works well with her high base Agility stats and Agility buffs, ensuring she can pin enemies down before they have time to even blink.
