Introduction

Tier criteria:

S+ are the Story Cards you generally want many MLB copies of. They're not more powerful than S rank for the most part, just more versatile.

S are the Story Cards that you want at least one MLB copy of, maybe more, and are amongst the most powerful, but tend to be useful on less units overall. They all have powerful effects.

A are the Story Cards that are still good and a new player will especially want to keep MLB copies of, but aren't as strong as S rank cards or are a bit more niche.

B are the Story Cards that may have some uses, and certainly a new player can find use out of them, but are generally outclassed by Story Cards in the higher tier. Additionally, any Story Card with at least 90 ATK or 70 of ATK + matching DEF or AGI but lacking in useful effects will be placed into this tier by default due to their usages as stat sticks.

C are the Story Cards with fringe or marginal uses, but most players won't find a ton of use for them. Additionally, less useful stat sticks will be placed into this category.

E are the Story Cards you'll pretty much never use.  These are safe to sell. D tier is skipped to reflect how useless these cards are.

Assumptions: Whilst all Story Cards are assumed to be Max Limit Broken (MLB) for the purpose of rating, Story Cards tend to benefit equally from being MLB vs being Limit Break 0. Story Cards may be weaker as a result than lower tier versions if they haven't been fully Limit Broken and the lower tier one has been.
