Bamboo Forest: Disguised Medicine Peddler
A Spell Card of Fujiwara no Mokou, who has almost reached the end (a Touhou LW original). She reminisces about her time spent with Reisen. Mokou didn't openly interact with Eientei, but she seems to have made an exception for Reisen. Mokou must have seen Reisen on her regular visits to the village to sell medicine, so it's natural to assume that they chatted. They are, in fact, friends.
