Reisen Udongein Inaba is a former moon rabbit who fled her home and now lives on earth in Eientei. She is every bit Tewi Inaba's equal, and the pair govern the Horned Rabbit Union together. Officially, Reisen is the group's leader, but in reality, that is no more than a title.

Tewi Inaba claims to own the bamboo forest surrounding Eientei. Herself a youkai rabbit, she lives in Eientei with the rabbits she commands. She is every bit Reisen Udongein Inaba's equal, and the pair govern the Horned Rabbit Union together. Officially, Tewi is the group's executive, but in reality, she is more often seen as the true leader.

The Horned Rabbit Union is a large group of rabbits under the control of its leader, Reisen, and executive, Tewi. They strongly oppose the consumption of rabbit stew and strive to make an ideal world for rabbits. Inscribing "Horned Rabbit Union Pharmaceuticals" on the medical goods they sell in the Human Village, they essentially act as Eientei's workforce. The "Horned Rabbit" is an example of something that doesn't exist-there are no horned rabbits. According to Reisen, "Something is 'ideal' because it doesn't exist. Our union is not satisfied with the status quo and constantly strives for better."

Without either one suggesting they do so, the two sat together on the deck of Eientei. The sun shone softly through the trees, and a cool breeze blew. They knew the best way to spend a day like this. They forgot the noise and the rush of normal life and sat quietly as time trickled by... Reisen felt the stress of being run around by Tewi fade away as Tewi felt the aches and pains of running around subside.

This precious time we're sharing surely won't last, Reisen thought to herself with a smile. She stole a sideways glance at Tewi to see how much longer the pair had. But Tewi was already paddling out into the narrow stretch between reality and dreams. "If only she was always like this, she'd be quite adorable," Reisen thought with a smile as she gazed up at the blue sky above them once more.
