PvE Stories Pros and Cons
Welfare Binding Connect
Bind is helpful...though with only a 60% chance, you'd be better off with Mami, Kanoko, or Chiharu, and their 100% chance to skip enemy turns. Hayate's main draw is that you're guaranteed to get 4 slots on her. That being said, 60% is reliable enough if you're focusing all your attacks on a single enemy, such as a boss...less so if you have to bind a group of enemies.
The Attack up is reasonably helpful as well.
Awful Stats
With the lowest HP in the game and a paper-thin defense stat, Hayate goes down to a light breeze. Normally you'd expect a serviceable Attack stat in exchange, but her Attack stat is just shy of useless, too. She doesn't have any real options other than passing a Connect to a teammate and hoping they can do a better job.
PvP Mirrors Pros and Cons
Easy to Max
The only real positive to Hayate in Mirrors is that she's easy to upgrade and get slots for. For a new player without any better units, she may be helpful. Note that even most of the other welfare units are less outright dangerous to your team in Mirrors, though.
Awful Stats
With Hayate's bottom-of-the-barrel bulk, even the common Aqua girls in Mirrors that she resists will tear through her instantly. Her pitiful Attack means that she won't even be able to make use of her type advantage to deal notable damage to them.
Dangerous Connect
Bind is good, but having a chance to not bind is bad. That goes double for Mirrors, where getting hit with a Puella Combo is a serious risk that could really hurt your team. By shrinking the pool of discs available to the enemy team, using Hayate's Connect seriously raises your chance of getting Puella'd and destroyed on the next turn. Considering the purpose of Bind is generally to protect your team, her Connect is almost humorously counterproductive.
Memoria Recommendations
If you're using Hayate, chances are it's because you haven't been able to power up your other units yet. Use her free set of full slots to hold some useful Skill Memoria that can benefit her team, so that the rest of your girls can save their slots for more powerful self-benefit Memoria.
In particular, Obtaining Power From Nature's chance to bind can help patch up her Connect's shaky Bind chance. After you use it, you can focus the Connect recipient's attacks on remaining enemies that weren't affected by Bind. It's still far from certain, but you have a slightly better shot at binding large groups of enemies with it, at least.
