Introduction
This is the list of Best UR Villains in Dokkan Battle. These Extreme Cards are ranked by the following factors:

Performance in high difficulty content.

Performance as one of the main roles in Dokkan Battle (Tank, Damage or Support) while rewarding Cards that can perform well in more than one.

All Cards are assumed to be fully awakened, max level, max Super ATK level and Max Hidden potential at premium 4 copies level.

These are the strongest Extreme Class UR Cards in the game. They feature multiple upsides and little to no downsides and are capable of dominating multiple game modes because of that.
S Tier
These Cards are the bread and butter of most Teams. They are usually key Cards that allow categories to work, and are also strong enough to hold their own even in suboptimal circunstances or have a very high ceilling power that makes them stand out even against the highest Damage Dealers in Dokkan.

Nuova is a powerful floater after his EZA, being able to self Buff for a very high amount on top of his already high stats, and also having a good Ki Buff that makes him fairly independant. However, Nuova has a poor linkset that coupled with his restrictive Support Buff makes for a Card that only works 100% in a Shadow Dragon Saga team, which is a very limited category. This ends up severily limiting his potential.
