Raining Gloom
General
Gloomyrain's gear needs to strike a careful balance between offense and defense. She has to withstand attacks well enough that she can get tagged with debuffs and activate her passive, but she also needs to do enough damage to fill her role as DPS.
Let's start with her gear sets. Gloomyrain is one of the few heroes who actively benefits from a Lifesteal set. She has low HP but high damage, so as long as she can survive one round of attacks, she can heal herself quite adequately and extend her HP pool several times over.
For her secondary gear set, a Critical set is always solid. However, because Dual Attacks give Gloomyrain more chances to get extra turns from her S1, a Unity set can also work. Since playing with Gloomyrain is playing with RNG in the first place, you may want to go for the more reliable Critical set, but if you like living on the edge, a Unity set might be more your style.
Gloomyrain's substats should focus on Spd first (since she's so slow) and Atk% second. These two stats are multiplied by her passive, so building them gives you the most bang for your buck. She also needs just enough flat HP so she can survive whatever content you want to bring her to. At that point, her substats can be almost anything: Crit Chance/ Damage for more DPS, Def for more survivability, or Effectiveness to make her S3 a little more reliable.
NOTE: Make sure that none of Gloomyrain's gear has Effect Resistance or Immunity on it! She WANTS to get hit with debuffs. Don't give her gear that might make her resist them!
The best Artifact for Gloomyrain is usually Kal'adra, which increases her damage enormously, especially when paired with other debuffers (like her sisters). However, there are some other great options too:
- For PvP, Gloomyrain is a great choice to hold Tagehel's Ancient Book and give your team some Souls to burn. Abyssal Crown is another possibility, simply because she has the chance to get off so many S1s in a row, but it's less ideal.
- In PvE, Tagehel's is usually less important. You can try giving Gloomy some extra utility with Iela Violin, turning her into a respectable debuff stripper, or you can give her an emergency barrier with Chatty instead.

Team
Since Gloomyrain works so well with Dual Attack heroes and both Lilias and Tamarinne are Fire-element Dual Attack heroes, this team takes it to the logical conclusion by adding another Fire-element hero, Aramintha. Both Gloomyrain and Aramintha are excellent heroes to get pulled into Dual Attacks (Gloomyrain can give herself extra turns, Aramintha reduces the cooldown on her S3), and Aramintha also brings an AOE Atk buff to make Gloomyrain even stronger.

Analysis
Overview
Gloomyrain is a late-blooming DPS hero who becomes pretty nasty to deal with once someone is foolish enough to inflict a debuff on her. Since the PvP environment is heavily dependent on debuffs, Gloomyrain can be a bit of a surprise in Arena. Stun, Sleep, and Provoke simply don't work on her at all, while usually-crippling debuffs like Unbuffable or Silence just unlock her potential as a raging berserker. She also has great potential as a DPS unit against ailment-heavy encounters like Banshee, Azimanak, or the Raid bosses.
Strengths
Built-in Rhianna and Luciella
Gloomyrain's S1 has the extremely powerful ability to give her an extra turn. There are no conditions or strings attached: every time she uses her S1, she has a chance to get an extra turn. This even works on Counterattacks or Dual Attacks! Pair her with Dual Attack-focused allies like Tamarinne, Lilias, or Ras and she can amass quite a lot of turn speed.
Pivots off Debuffs
When afflicted by a debuff, Gloomyrain's Atk and Spd increase. The Spd increase means that she may be able to outrun the next enemy in the queue and get a turn before them, at which point she can use her S3 to slap whatever debuff she was inflicted with onto the entire enemy team instead. This is a particularly great counter to AOE Defense Break or Unbuffable units like Basar and Tywin.
Deceptively High DPS
Gloomyrain's skill damage multipliers aren't anything to write home about, so it's easy to think her damage potential isn't that high. However, with her high base Atk, passive Atk buff, and chance to give herself extra turns, she can actually deal quite a lot of damage in a short span of time.
Immune to Sleep, Stun, and Provoke
Sleep, Stun, and Provoke are devastating ailments in Arena and Guild Wars that can singlehandedly win a fight. Gloomyrain is immune to all of them, meaning she is virtually impossible to disable. (Silence does prevent her S3, but it also triggers her passive and turns her S1 into a small atom bomb, so calling this "disabling" is debatable at best.)
Speed Devotion Aura
As of December 2019, Gloomyrain is the only Mage with Spd on her Devotion Aura. As a 3★ hero (even if she is a Moonlight hero), it's not as hard to pull multiple copies of her as it is of some other Spd-imprint heroes, giving her allies a much-appreciated turn speed buff just by existing.

For a 3★ hero, Gloomyrain requires a lot of investment before her potential becomes apparent. In particular, she needs to Skill Enhance her S1 and S2 to max before she really gets up and rolling. As a 3★ hero, at least she uses Stigma instead of Molagora for these enhancements, but the Catalyst investment is still huge.
Fragile, But Needs Aggro
Gloomyrain has to be afflicted by ailments to unlock her full potential, which means she has to take hits from the enemy. However, her HP and Def are quite poor, so taking hits from the enemy can be pretty risky.
Unreliable
Gloomyrain is very dependent on RNG and on the exact composition and actions of her enemies. If her S1 doesn't proc extra turns, if the enemy doesn't use the right debuffs, if she accidentally resists a debuff when you wanted it to hit her... there are many ways that using Gloomyrain can go wrong.
