Gears
Since Cerise is primarily built as a initiating debuffer, we should look to build her with the most speed we can give. This helps her outspeed opposing initiators and cycle her cooldowns faster as her off-turns are quite useless. After speed, we want to look at how much effectiveness we can pack into her so she can as reliably debuff as possible.
As for sets, speed set is mandatory as it will give her the most speed possible. After that, if would be nice if she could be fitted w/ a hit or immunity set, but having no set for higher speed substats are fine as well.
Artifact
Cerise has a lot of awkward choices for Artifacts since initiators generally do best w/ mage artifacts. Being a ranger/initiator, Cerise has a lot of awkward in class choices, which makes her a good user of common Artifacts.
Cursed Compass - Generally a prime choice for initiators to more securely debuff on turn 1.
Song of Stars - While not particularly helpful turn 1, Cerise can boost her team’s damage output by rapidly inflicting target debuff on opponents throughout her off-turns.
Spooky Solayu Stories - Since Cerise doesn’t make very good use of her class Artifacts, she’s a strong contender for common artifacts, SSS, being one of them. It can give her and her team extra effectiveness and hit chance, which greatly improves matchups against dodge teams. Other contenders for this slot can be Card of Small Miracles or Midnight Bloom, all of which can support the team.
Skill Ups
For a debuffer such as Cerise, it is best to reach the -1 Cooldown and effect chance as soon as possible. This means players would need 9 molagoras (catalysts not included) to reach both for her. After that, players can find an opportunity to get the CR increase for her S1 which can help Cerise turn cycle quite a bit in the long run. That would be sufficient for a debuffer purist build. For an off-DPS build, +15 is recommended.

The idea behind this comp is simple in execution: Let Cerise strip the turn 1 immunities and inflict slows. This in turn will let Rose CR boost and grant attack up to the team. With no immunities and attack up, Silver Blade Aramintha is free to rain stuns, burns, and destruction on the enemy team.
The last slot can be filled by whatever matches the team's needs based on the fight. Elena or Crimson Armin would protect against revenge attackers. Kiris or Dizzy can extend the debuffs against tankier teams. The team is flexible enough for many situations.

Analysis
Overview
Cerise is the first limited hero of 2020. She is a 5* Ice Ranger who primarily functions as a debuffer specialized in shutting down cleave teams. This mostly comes from her new debuff, restrict, which prevents enemies from gaining (or losing) Combat Readiness, which are crucial to the slower DPS units in a cleave team.
Strengths
122 Base Speed
As of her release, 122 base speed is the highest base speed out of any current meta initiators (such as Basar, Aux Lots, Judith, F Lidica). While her kit has no innate CR push to allow for easy follow up, she inflicts speed debuff, which moderately assists her team in following up her initiation.
Strips Turn 1 Immunity
While she does not strip buffs outright, Cerise can reduce the duration of buffs currently on enemies so that turn 1 immunity buffs are removed from the equation, allowing for more debuff based team comps.
Restrict Debuff
Cerise’s new mechanic, restrict, positions her to be the definitive counter to the many cleave teams we see in Arena and World Arena. This is on top of the buff reduction, slow and stun that she can also be dishing out.
Weaknesses
Subpar Offensive Stats
Generally debuff/support heroes have the choices to be tanky or an off-DPS to supplement a team’s damage. Due to her low ATK (970) and average modifiers, she would be a subpar off-DPS unless players really load up on stats to have Cerise fulfill that role. This almost forces her to become a tanky debuffer.
Abysmal Off-Turns
Due to her poor offensive stats and low utility in her S1, Cerise makes poor use of her off-turns. Her S1 provides CR for herself, which can help her cycle her cooldowns faster. But this pales in comparison to someone like Dizzy, who can drop AoE stuns on her off-turns.
Overspecialized in PvP
Being so good in PvP means that Cerise will suffer usability in PvE environments. Many bosses are already immune to restrict to prevent CR shenanigans and have always been immune to stuns, leaving Cerise with little to offer again them.
