Overview

Cobalion can definitely be beaten in a Duo Run, but a Trio is substantially more viable for most players, as the Duo requires bonuses or the use of absolutely ideal counter.  A large number of Pokemon can reach the numbers needed to pull off the trio at lower levels, giving players a fair amount of wiggle room to make it.

Approach

Team Composition 

  • Fire or Fighting Type Mega Evolutions help substantially, with the top options being Primal Groudon or Mega Blaziken.
  • Cobalion has great counter-coverage move options, so building teams to counter Steel, Fighting, and Rock will definitely pay off if you intend to farm this Sword of Justice.

Battling Strategy

  • If fainting out, dodge more. If running out of time, dodge less.
  • Be ready to let a Pokemon faint rather than attempting a dodge if it doesn't have much energy/just used a Charged Move.

Supreme Mega Evolution Counters

Primal Groudon Primal Groudon

The best of all worlds, Primal Groudon hits extremely hard, lasts a very long time, and boosts Fire Types while on the field despite utilizing its Ground Type moveset thanks to its sub-typing. Basically nothing can really compete with this monster on this raid, though Mega Blaziken has a bit more DPS... but a lot less TDO.

The top counter that doesn't come with the Primal prefix, Mega Blaziken hits like a truck and has  high average TDO considering. If you have it, then this is one of the best counters to bring.

Mega Charizard Y Mega Charizard Y

Another outstanding option, Mega Charizard Y has overall performance similar to Mega Blaziken, and has the added benefit of resisting Fighting Type movesets and taking neutral damage from Zen Headbutt. Just beware of Stone Edge, as it comes out very quickly and will likely OHKO Mega Charizard Y.

Good Mega Evolutions

An outstanding TDO option, Mega Garchomp is a tank of a Pokemon that has huge lasting power and great DPS. However, the one issue is the fact that it's basically a worse Primal Groudon minus typing-quirks.

Mega Charizard X is okay, but it's generally better to just go with the Y evolution.

Mega Houndoom Mega Houndoom

A solid utility option due to its dual-type coverage, Mega Houndoom is a great backup Mega that can be useful here. Just note that its weakness to Fighting Type movesets is very likely to make its time on the field pretty short.

Mega Lopunny Mega Lopunny

Another great backup, Mega Lopunny can perform fairly well overall, but it should probably be a last-resort Mega. This is because of its weakness to Fighting Type movesets and Zen Headbutt combined with the high cost of Focus Blast, as these factors combined mean that it's possible that Mega Lopunny might not even get off a single Focus Blast, and getting off multiple isn't super likely.

The TDO Mega option, Mega Swampert should really only be used if your raid group is likely to utilize a ton of Ground Type counters.

Supreme Counters

Reshiram Reshiram

An outstanding mix of DPS and TDO, Reshiram is definitely a standout for this fight. Its one weakness is Stone Edge, but having a few Fighting Types on your team can shore up that weakness pretty easily. Overall, Reshiram is one of the strongest counters for Cobalion.

Shadow Moltres is one of the top non-Mega Fire Type attackers, and it definitely tears Cobalion up. It also pairs perfectly with Terrakion, as their weakness/resistance profiles are very much complimentary.

Shadow Chandelure is an outstanding Pokemon, and definitely one of the best counters here. Its resistance set makes most variants of Cobalion easy to take down, while its high DPS allows it to stay ahead of the clock easily.  Its one issue is a weakness to Stone Edge, which is a pretty threatening move for most Fire Types.

Shadow Excadrill hits hard and is the best answer to Stone Edge among Shadow Cobalion's best counters, duble-resisting it to make this moveset a lot easier to deal with. However, it does not like Cobalion's Fighting Type moves!

Another power-house attacker, Shadow Machamp has similar performance to Terrakion, but it has far fewer weaknesses. Definitely a solid option!

Cobalion's fellow trio-member, Terrakion hits extremely hard with Sacred Sword, and can help greatly with beating the clock, especially if you've got someone on your team packing a Fighting Type Mega Evolution. Just note that Terrakion will tend to burn bright but not long, as its weakness to literally every move that Cobalion can throw at it save Stone Edge means it won't last through a prolonged assault. But hey, it does resist Stone Edge!

More of a TDO option, Shadow Entei is another very solid counter for Cobalion. Just watch out for Stone Edge.
