PVE Offensive Moves Explanation

  • Origin Pulse is Kyogre's best Charged Attack, with STAB and synergy with Waterfall.
  • Surf is slightly worse, but still a solid option.
  • Hydro Pump falls behind slightly, but is still ok if there's no TMs available. 
  • Blizzard and Thunder are optimal in few situations and don't combo with Waterfall.

PVE Overview

Kyogre put Water Types on the map on its release, sporting great stats and a great moveset. It ruled the Water Type meta for years, and was the supreme counter to many, many raid guides. However, in recent years it's become somewhat devalued. Shadow Pokemon in particular have overtaken it as of late, and the rise of Mega Evolutions will make that issue even worse. That said, Kyogre is still a great Pokemon, and worth using in basically any Water-weak raid without a doubt. Plus, Kyogre has a few tricks still up its sleeve....

First up, Kyogre has a Signature Move in the main series known as Origin Pulse. This Water Type move has been in the game's data for several years, and is currently extremely powerful. If released as-is, this move would return Kyogre to the Water Type throne. And on top of that, Kyogre has another trick in the form of its Primal Reversion: Primal Kyogre! This is a form very similar to Mega Evolution, and will likely fall under that umbrella. The result is a substantial increase in power that makes Kyogre an even larger threat than it is now. And if we combine these two together? Let's just say... I hope that you have flood insurance.

...And the floodgates have opened! Thanks to GO Tour: Hoenn, Kyogre now has access to its signature move, Origin Pulse. This move improves Kyogre's performance, but years of power creep have diminished Kyogre's impact. Though it's still an incredibly powerful Water attacker, Kyogre still falls behind some powerful Shadow Pokemon and other competing types. With that said, its Primal form is an entirely different beast, towering many other Pokemon thanks to its nigh unmatched stats and raw power.

PvP Moveset Explanation

Waterfall + Surf and Thunder or Blizzard

Waterfall sports a strong 4.0 DPT (Damage Per Turn) backed by STAB, but suffers from below average energy gains, with only 2.66 EPT (Energy Per Turn). 

Surf is mandatory due to its low energy cost and general power. Thunder gives you more power in the mirror match, whereas Blizzard gives you a powerful hit against Dragon-types in the lategame. Origin Pulse is an incredible move thanks to its very high DPE, but Kyogre often finds itself dealing sufficient Water damage with just Waterfall and Surf, and would often rather have a coverage option to find opportunities to flip matchups with.

Kyogre cannot currently be used in the Great League.

Ultra League: 1 / 5

Kyogre's high ATK stat means that any restriction will leave it extremely hamstrung, leaving it weaker than most other Water types in the tier. Pokemon like Politoed, Swampert, Empoleon, and Blastoise are strictly superior sources of Water-type damage. Kyogre struggles against the ubiquitous Giratina, and its Blizzard is far too slow to a reliable countermeasure.

Master League: 4.5 / 5

A combination of strong all around stats, good typing, and consistent damage output allows Kyogre to shine in the Master League. Against opponents that don't resist Water, Kyogre can often be oppressive due to the unrelenting assault from Waterfall and Surf. However, Dragon-types are very common, curbing Kyogre's potential rampage. Big metagame threats such as Dialga, both forms of Giratina, Palkia, Zarude, and Zekrom are all obstacles Kyogre will often be running into. Despite these issues, it is easy to find teammates that cover a vast majority of them. Pokemon like Dialga, Togekiss, Dragon Tail Groudon, and Zacian are adept at covering Kyogre's issues, and Kyogre's strengths also help cover their issues in return. Even the aforementioned problematic Pokemon have to tread carefully around Kyogre, because a well timed Blizzard is almost certainly a lights out for them.
