Overview

Despite its high defense, the sheer power of Ho-oh's best counters and its double-weakness to the highly pervasive Rock Type make it a manageable duo. It's not going to be easy, as it's going to take a team or two of powerful counters, but it's definitely doable, especially in Partly Cloudy weather. Prioritize Rock Types, and be aware of the fact that Solar Beam in particular is a huge threat.

Team composition

  • Rampardos and Mega Aerodactyl can help get ahead of the clock due to their sky-high DPS

  • Shadow Tyranitar is one of the strongest overall choices, sporting high DPS and TDO.

  • Rock Wrecker Rhyperior is another fantastic overall choice, and it's basically a somewhat weaker Shadow Tyranitar in this raid.

  • When facing Incinerate movesets, it is important to have resistances due to the move's high power.

Note on Hidden Power

Current discoveries by the community suggest that Hidden Power is always Fighting Type when used by a raid boss. This makes life fairly difficult for many of Ho-oh's counters.

Supreme Mega Evolution Counters

Mega Aerodactyl Mega Aerodactyl

For the most part, Mega Aerodactyl is the Ho-oh Counter. It's got amazing DPS that rivals Rampardos, but nearly twice the TDO thanks to its great resistance set, including the ability to take neutral damage from Solar Beam. and Hidden Power Fighting, meaning the only move that it struggles with is Steel Wing. And as icing on the proverbial cake that is Mega Aerodactyl's objective superiority is the fact that it boosts Rock Types while on the field! 

In short; this absolute monster is the priority for this raid.

Good Mega Evolution Counters

While not a Rock Type, Primal Kyogre sports tremendous power that actually makes it one of the optimal counters in rainy weather. It also has less to worry about moveset-wise than most of the major counters on display, though Solar Beam is still a threat.

Mega Aggron Mega Aggron

Poor Aggron just can't catch a break. When Mega Evolving it sheds its cumbersome Rock typing to become pure Steel, but in this raid that makes it weak to most of Ho-oh's strongest moves and leaves it unable to boost Rock Types while on the field. On the bright side, it does resist Solar Beam.

Another strong Water Type Mega, but just note that it'll fold fast if faced with Solar Beam.

All that it took was a low-powered Rock Type move to catapult Mega Ampharos ahead of Mega Ampharos as the premier Electric Type counter for this raid. It's not great, but it does its job well and resists Solar Beam.

Supreme Counters

Among the non-mega counters for this raid, Rampardos stands head-and-shoulders above the competition in terms of DPS. It hits very hard thanks to its high Attack stat and great moveset, so it's definitely a priority for this raid. Just keep in mind that it's fairly frail, and will tend to drop fast against several of Ho-oh's moves.

It's hard to argue with the sheer effectiveness of Shadow Tyranitar in this raid. It has the highest average total performance for this raid after Mega Aerodactyl, and slams poor Ho-oh pretty hard. It fears several moves, especially Hidden Power Fighting, but it's generally a safe and very effective pick.

Rhyperior Rhyperior

Slow and steady wins the race, and Rhyperior is here to prove that old adage. A bit lumbering but genuinely powerful, Rhyperior is very close to Shadow Tyranitar in terms of performance, but it fears Solar Beam to an even greater extent.

While not as strong as the above Pokemon overall, Shadow Aerodactyl just barely makes it into the Supreme heading thanks to its strong DPS and lack of a weakness to Solar Beam and Hidden Power Fighting, making it an ideal compliment to everything else on this portion of the list.

Good Counters

A strong overall pick, Terrakion tends to be a bit weaker than many other counters thanks to its Fighting sub-typing doing it no favors here. It's still great, though!

Tyrantrum is an interesting case. Its Dragon sub-typing is a boon that allows it to take neutral damage from Solar Beam and double-resist Fire Type movesets, which means it has a very high average TDO while also sporting a great DPS thanks to the power of Meteor Beam. This is a great option for the duo.

The Generation-5 Golem, Gigalith's access to Meteor Beam propels it and allows it to be a really nice average counter, though it still has all of the pit-falls of other Rock Types to watch out for.

Ah, one of the true old classics. While outclassed nowadays, it's still hard to go wrong with a team of Tyranitar for the duo.

Another odd-ball counter, Aurorus has solid performance despite taking neutral damage from Fire Type movesets and having a 2x weakness to Steel Wing. A solid filler Pokemon, overall!
