PVE Offensive Moves Explanation

  • Water Gun has the advantage of Water Type STAB and better overall performance, putting it in a stronger position than Bite.

  • Hydro Cannon is the objectively best attack in the game. Use this if you have it.

  • Hydro Pump is Blastoise's optimal non-exclusive charge move.

  • Ice Beam has its select advantageous matchups.

  • Flash Cannon is an awful 1-bar charge move, and Skull Bash isn't useful either.
  • Return offers nothing of any value.

PVE Defensive Moves Explanation

  • Water Gun hits a little harder than Bite thanks to STAB and also gains energy faster, but Bite has wide neutral coverage that leaves Blastoise less of a sitting duck against Grass types. Overall, Bite has a slight edge.

  • Hydro Cannon is a fantastic choice for power and pairs best with Bite, while Ice Beam is perfect for counter-coverage and works just fine with either quick move.

  • Hydro Pump hits hard and early in the animation, but Blastoise may not live to use it.

  • Even when Hydro Pump is resisted, Flash Cannon is still worse.
  • Skull Bash takes too long to access as a 1-bar move, but is harder to dodge than other moves. 
  • Return is Blastoise' only three-bar move, making it attractive for defense. However, its power is low.

PVE Overview

Blastoise: the OG bad Vaporeon. After 3 generations of Pokemon, there are now numerous bad Vaporeon, who itself is now a worse Gyarados, who itself is a worse Kyogre, etc. On defense, Blastoise is also a bit underwhelming. Its fast moves barely do anything to attackers, while its bulk is nowhere close to that of Vaporeon or Milotic.

In July of 2018, Blastoise was blessed with one of the objectively strongest charged move currently available in the game: Hydro Cannon. This improved its standing slightly, but it's still nothing great. However, that same community day also gave Blastoise something even greater than Hydro Cannon: a pair of awesome shades!

PvP Moveset Explanation

Water Gun + Hydro Cannon and Ice Beam

Water Gun performs better than Bite and also gets STAB. 

Behold, arguably the best charge move in the game: Hydro Cannon (40 Energy, 2.25 DPE). This is the main highlight of Blastoise, and is almost mandatory if you want Blastoise to perform at its peak potential. Hydro Pump is a lot slower and less efficient in comparison; if you're gonna use Blastoise then trade for one with Hydro Cannon, or don't use Blastoise at all. 

Ice Beam should be the second charge move for Blastoise as it provides meaningful coverage. Flash Cannon can hit hard, but with a 65 energy cost it's quite slow and doesn't really complement Blastoise anyways. 

PvP Rating Explanation

Great League: 3 / 5

Blastoise is one of the very few Pokemon blessed with arguably the best charge move in the game: Hydro Cannon. With a defensive stat distribution, Blastoise has the bulk needed to compete with a lot of meta picks in Great League. There are two main things that prevent Blastoise from being a premier Great League option. 1) it has mostly lackluster energy gain options for fast moves, limiting the use of charge moves including said busted Hydro Cannon  and 2) its inability to excel in any given role vs other options. Various other water mons (Azumarill, Lanturn, Quagsire etc) are often better at serving the role your team needs filled. This leaves Blastoise as either a budget replacement or as an option when you want to bring, say two water tanks, but those pesky rules keep you from bringing two Azumarills. Bonus swag points if you're rocking a shiny variant with shades from Community Day. #squirtlesquad 

Ultra League: 4 / 5

Blastoise feels most comfortable in Ultra League, with a max CP of 2466. Hydro Cannon and good bulk still carry it to near the top of the ranks, though it gets shut down by the big Dragon-types and Grass-types, even with Ice Beam. Against any other opponent that doesn't resist Hydro Cannon, Blastoise is all set to blow them out of the water. 

Master League: 0 / 5

Hydro Cannon isn't enough to carry Blastoise into Master League, where its lack of legendary stats severely hold it back from being anywhere near the top ranks. Wins against Groudon, Mamoswine, and Tyranitar are still appreciated though.
