Yes. My guess is that it has something to do with the community day meltdown going on in Asia and Australia right now. Maybe Niantic turned it off for now to see if it helped.

It happens time to time but will come back to normal if you try to restart the app several times or just wait for a while (the "while" could depend though).

Happened to me last night, but there was just a huge lag in general that I assume was due to server delays in connection with CD. Back to normal now.
