Higher CP pokemon with LOWER Stardust to level up

I captured 2 same type of pokemon with almost similar CP but very different Stardust to level them up.
First has 316 CP with 1600 to level
Second has 287 CP with 1900 to level
I'm assuming 316 CP one is LOWER level since it requires less Stardust to level it up. But since it has higher CP, does that mean it has better IVs hence I can transfer second one and evolve+power up the First one to keep?
or am I missing some other factors?

I captured 2 same type of pokemon with almost similar CP but very different Stardust to level them up.
First has 316 CP with 1600 to level
Second has 287 CP with 1900 to level
I'm assuming 316 CP one is LOWER level since it requires less Stardust to level it up. But since it has higher CP, does that mean it has better IVs hence I can transfer second one and evolve+power up the First one to keep?
or am I missing some other factors?

You are right the stronger one is a lower level and has better iv's. But you miss the fact that both of them are pretty weak. I think you will find a stronger one soon enough.

weak as in low CP? or low IVs? the silphroad website shows it is decent

The one on the left requires more stardust because it's CP gauge is closer to being max than the krabby on the right. If you power that Krabby to the same CP gauge level as the Krabby on the left, it's stardust will also become 1900 to power up. My theory is that each Pokemon has a Min/Max Range on CP. For example: XS Krabby can range from 150-350 maxed out, Normal Krabby can range from 175-375 maxed, and XL Krabby can range from 200-400 maxed, but your XL Krabby on the left just happened to be on the lower range CP of XL and your Normal Krabby probably is a mid to high cp range. Theoretically if you find an XL pokemon that is on the max CP range then that pokemon should have the highest CP.

Your 287 Krabby has not so great IV, your 316 has 100%. You can't get any better. I would evolve before powering up though and check your movesets.

I have a 98% IV Kingler from Krabby with best moves but still don't think it is worth putting my dust into him just yet.

oh also, how do I find out the perfection %? is there website or app I can use using the stat of the Pokemon?

I did quick test.
I evolved the 316CP one and powered up a couple times so now it requires 1900 Stardust to power up.
According to Silph website, it is highest CP/HP for its level. You are right. Thanks for confirming :)
I'm not sure if the 'perfection' resets when I evolve it, but I guess I was lucky enough to keep its perfection.
But is there way I can check its 'perfection' easier way?

As said the perfection is from birth. It won't change even through evolution.

Silph and pokeassistant are the easiest way to calculate IV at the moment and I believe that this sets apart the real trainers from the ones who purely go by CP in judging their Pokemon. If it was easy everyone would be doing it.

It gives us the edge :).

IV is a birth stat and never changes but beware to get the exact IV on a pokemon before powering up. Some pokemon may require powering a few times before getting the exact percentage.
