I suspect some players in cheating (especially, GPS spoofing). Also, there are some players whose cheating have witnessed many other players (there was nobody near gym, and these cheaters appeared on the gym). So, I have a question: in which situation do you report, what do you write in report and which proofs do you include? And how efficient are your reports, and how to make them more efficient?

I doubt anything will be done, they have a small staff, large work load, and lots of support tickets behind I'm sure.
Banning is a big step and has to be investigated if not obvious (obvious in other games with manipulated stats and items). All you can really do is provide their screen name and claim they cheat. Your best bet is just find another gym and hope they don't frequent it.

Here is an example. I was walking along the water when I noticed a lure come on far out out on a well lit dock, and it's night time and drizzling and no one is around. I walk to it just to be certain. I take a screenshot of the lure with their name, and I snap a quick photo of the dock showing how far out it is and that there is clearly no one in the area. The lure is next to a gym that I can clearly see has no one physically present, yet keeps getting taken down.
Give a few sentences describing how you are absolutely sure they are cheating and the date and time and that is usually enough in my experience. Depending on the scenario, sometimes I only give a screenshot without the IRL photo.
I am a bit biased in that I play all around my city so I don't always go back to check but in my neighborhood I've reported plenty of regulars and I've only ever seen 1 who returned. I'm not sure why he isn't banned yet, maybe he cheats very carefully or perhaps there are other factors. When you play legitimately staying around a neighborhood, you tend to run into the other regular players out there, and (at least in my area) it becomes pretty obvious who is spoofing.
There was a guy who made an experiment. He had a legitimate account that never cheated and had 10-20 friends report him for cheating. The account was banned shortly thereafter.
He had another account that he cheated on. Only had 1 or 2 friends report him on it. It was higher level and was blatantly cheating (GPS Spoofing everywhere and only catching Dragonite/Snorlax/Lapras and extremely high IV pokemon). Hasn't been banned yet.
Basically, for now, it seems they only care about banning people who draw loads of reports, or people who are extremely high leveled (as those are more likely to influence gyms and hurt other players). It doesn't matter if you cheated for 100 Dragonites+Snorlaxes+Lapras if you only are level 20 and won't bully gyms anyways.
I dont know how to get a spoofer banned so if you figuer that out, holla. I have a spoofer in my area Ive reported as well and who hasnt been banned yet. What i do know is how to drive opposing player crazy. Ive made it my personal goal to make his gameplay horrible. What I try to do is make him work unreasonably hard for every daily collection. I just know that if I spend 1 hour he spends 3+ hours and thats how my game is atm.
Thing that I do are cripple his gyms by leaving Snoralax/Lapras to prestige. This forces him to make an alt and build that alt up so he can kick off his own teamamtes and build that up again or train hard mons. Sometimes I will just take their gym down 2-3 levels every day on my way to work or when I walk the dog just so they can build them back up and we can do it all over again. I think they finally realized what I was doing cuz i would spend 5 mins and theyd spend 2 hours lol. Now all the small levels are taking over his smaller gyms since I wont let his gyms get over level 5 and thus multiplying his work load. Unfortuantely all the players in my area with the same color as the spoofer hate me so I cant stay in a gym for very long. They must hate me lmao. Fortunately I have many mystic gyms to drop off so I still collect from 5-10 gyms a day anyways.
