Mass evolution

Is it a bad/good idea to mass evolve with lucky egg before changing of CPs/Hps or does it not really matter? Most of the pokemon i'd be evolving would be soley for the XP with a couple of exeptions.

Doesn't matter. You'll be trashing those Pidgeottos anyway.

I'd evolve them, those evo fodder mon aren't good.

Unless you think that after the rebalancing, Pidgeot will be a meta relevant pokemon, go ahead and evolve and transfer. You can even protect against that remote possibility by saving your best few for a few weeks. No worries.
