Pokestop 'tolerance'

Hi, for those of you who play in multiple locations (ideally multiple countries), do you notice that in different places you need a bit more or a bit less of 'tolerance' to spin stops.

When I play in Hong Kong I have to be well within the pokestop radius in order to spin or interact with gyms. Sometimes when the pokestop changes the appearance when I just touch the edge of it, I still can't spin it.

Whereas when I play in London (and most of europe actually) my character radius doesn't even need to touch the stop in order to interact with it, and I can battle gyms when I'm a good 20m away from the actual landmark.

Yes, it's well known that the further you are from the equator, the greater the distance you can interact with stops/gyms is.

Why is that so? Doesn't seem to be by design surely...a limitation perhaps?

Not tolerance, just varying degrees of network latency at the location and time.
