Raids end by 9 PM means...?

I have heard it repeated many times that raids end by 9 PM local time. Recall that first the existence and level of the raid are reveled at a gym for 2 hours, then the raid boss is revealed, and finally the raid is open for 1 more hour. Let's call this combined sequence of events that lasts 3 hours a raid cycle.

So when people say that raids end by 9 PM local time, does that mean that no raid cycle begins after 6 PM local time?

I saw a raid that was supposed to start at 8:30~pm (EST) on my way home tonight, so I'm assuming they would need to at least start by 9?

I did a raid last evening which hatched at 9:03 p.m. Another I passed by was active and ending around 9:35 p.m.

Interestingly, I got a new Free Raid Pass right after the raid (which I entered with the one obtained an evening earlier) and I think it would have allowed me into the other raid as well - it showed me the screen to apply it (had no time though). But then I probably would not get another pass for 24 hours.

Thats because we got our first pass one night before the raids got started. I got mine on the night of friday, but raids started on the morning of saturday. after the raid i got another that i used on sunday. Another one sunday that i used today, than i got other after the raid that i also used today. Tomorrow i will get another one and use.

On Saturday, I played two raids for free: the first using the pass that I had obtained before Saturday but didn't use and the second using the pass that I got on Saturday after finishing the first raid.

How much time passed before a gym spin gave you a new pass? Early on Sunday or after 24 hours from the Saturday pass?

The 9pm thing isn't true where I live. A raid started around 930pm for me last night. Ended up with a perfect magikarp!
