Should I evolve my 100%iv slowpoke into a slowking or a slowbro? And what is the best moveset for slowking as an attacker and as a defender?

I love this! Definitely deserves to be King! I think you're right about not wanting fire blast but I think this move shows a bit of thought from Niantic and it is intended as a defensive version of Slowking. Fire Blast is SE against grass which is what most people would attack into it with. If you look at the Gen 2 starters 3rd evolutions, they all have the ability to learn a counter to their weakness, resulting in higher effectiveness in gyms. Shows that at least some thought was given to these moves with a reason in mind... not like Night Slash on Scizor ;).
In that case, the best outcome would be Confusion/Ice Beam Slowbro. Ice Beam is a better move than both Blizzard and Fireblast.
C/WP Bro would also be a good outcome.
Or you could just go with Slowking for the novelty.
edit: Maybe not actually. Maybe the extra time it takes to cast 2 x Ice Beams would have been made up for by, say, 2 STAB Confusions after a Blizzard, and the associated energy gain from them.
