A major threat in both lower leagues, Venusaur can make great use of an extra move. Sludge Bomb punishes common fellow Grass-types as well as Fairies looking to neutralize Dragons.

Blastoise can finally be relevant too! Hydro Cannon has busted stats and Ice Beam offers coverage against the Grass-types counters as well as Dragon and Flying, two frequently seen types especially in Ultra league.

Typhlosion can make use of its wide movepool in PvP. Shadow Claw is dangerous for Psychic and Ghost pokemon, while Blast Burn and Solar Beam are great moves with even better synergy, offering coverage against 7 different types.

The most overlooked starter has grown into quite the beast in PvP, and the option of having Earthquake with coverage against 5 more types only makes it stronger.

Like Blast Burn, Dragon Claw is a fantastic move for PvP, being so quick to charge and hitting powerful Dragon-types like Latias and Giratina for super effective damage.

Sceptile is an alternative to Venusaur and Meganium, that beats the latter in 1v1 thanks to Fury Cutter and Aerial Ace, but lacks the powerful CD exclusive move (at least for now). Leaf Blade is still one of the best non-legacy charged moves in the game.

Gyarados is one of the most powerful pokemon with a low-cost second charged move. You can use it in raids to compensate Hydro Pump’s slow charging time with the 3-bar Crunch, or in PvP to maybe experiment with Outrage.

- Sky Attack + Dragon Pulse or Dazzling Gleam
Altaria is a valuable addition to Great League teams, as an answer to Grass with the Dragon typing giving it many key resistances. Unlocking the extra charged move is cheap, and both Dragon Pulse and Dazzling Gleam offer wide neutral coverage.
50,000 Stardust / 50 Candy Pokemon
Potential Use:

- Stone Edge + Earthquake
Despite not being that useful in PvP due to its poor typing, Rhyperior is still a strong attacker in raids with both Rock and Ground movesets. Having both at once is even better!

Much like Rhyperior and Roserade, having two charged moves is convenient for Weavile because it fills two attacking roles, and it does both very well.

Always an underrated prestiger and gym defender, Azumarill could now become a staple of the lowest PvP league. If you like to play there, getting both Play Rough and Ice Beam on it for maximum coverage could be worth the 50k price tag.

- Meteor Mash + Earthquake
Meteor Mash is a fantastic move in PvP, keeping Metagross relevant in the higher leagues. Earthquake is its best coverage move, useful against Fire-types.

- Crunch + Stone Edge
While the option of using one last Crunch instead of fainting with a half-charged Stone Edge is sure convenient, the fact that you can’t pick between Smack Down and Bite (as one is legacy) means that your Rock and Dark T-tar armies for raids will still need to be separate.
100,000 Stardust / 100 Candy Pokemon

- Dragon Claw + Ancient Power or Shadow Sneak
One of the worst legendaries to use in raids has now risen from the darkness to become a PvP monster. Few things in Ultra and Master league can deal with its sheer bulk and Dragon Claw spam, while Ancient Power and Shadow Sneak make it even more of a threat with their wide counter coverage.

- Ultra League, Master League, Raids

- Dragon Claw + Solar Beam
Latios is one of the most versatile raid attackers as well as a top choice for PvP with its powerful movepool and strong typing. Dragon Claw can eat through your opponent’s Protect shields, and Solar Beam one-shots basically anything that doesn’t resist it.

- Ultra League, Master League, Raids

- Earthquake + Solar Beam or Fire Blast
Having Mud Shot, the highest EPS fast move in PvP, balances the fact that all of Groudon’s moves have high energy costs. Earthquake and Solar Beam are best for Master league and in raids, while Fire Blast can be useful in Ultra league where Grass-types are common.

- Shadow Ball + Ice Beam or Focus Blast or Thunderbolt
Now that it can also learn any other charged move - apart from Hyper Beam - Shadow Ball Mewtwo will be strictly superior to the non-legacy version. You can pick the second move based on what you want to counter, in PvP or raids: Focus Blast is a (shieldable) threat for its Dark-type counters, Ice Beam has the widest coverage for Dragons, Lugia and Groudon, while Thunderbolt takes care of Kyogre and only costs 45 energy.

Lugia’s tankiness allows it to finally shine in the high PvP leagues. Pairing Sky Attack with Hydro Pump makes it capable of hitting pretty much everything for at least neutral damage.

- Moonblast + Aurora Beam or Future Sight
It has all the right credentials to be a staple of the lower leagues’ meta. If you’re willing to invest the hefty price for that purpose, get Moonblast and Aurora Beam to have a bulky Dragonslayer that can also threaten common Dark, Grass, and Flying-types.

With an extra charged move Moltres can now become the ultimate Fire attacker, choosing between Overheat and Sky Attack based on the situation. The former is better for Steel and Ice-types like the Regis, while you want the legacy Flying move against Grass and Bug-types.

- Outrage + Aerial Ace or Ancient Power
It may be outshined by other fellow Dragons in PvP, but Rayquaza’s other charged moves are still very valuable in raids. With Outrage and Aerial Ace in particular, you can have the best Dragon and Flying attacker in the game at once.
Baby Discount

If you happened to hatch a good Budew already, you want to unlock the second charged move before evolving to Roserade and powering it up. As both a top Grass and Poison attacker, being able to have both options at its disposal might come in handy.

If you’re yet to spend a Sinnoh Stone to get Togekiss, you may as well save 40k stardust by unlocking its second charged move while it’s still at its baby stage.

Lucario doesn’t seem essential for either PvP or raids right now, but saving 65k stardust seems like a wise choice anyway.

While Jynx is more known for its (now outclassed) Ice attacker role, it can also be decent as a Psychic-type if you lack better options. Unlocking after evolving would cost 75k stardust.

- Hitmonchan: Close Combat + Fire Punch or Thunder Punch or Ice Punch
- Hitmontop: Close Combat + Stone Edge
The Hitmons, especially Hitmonchan with its unpredictable coverage moves, might be half decent options if you need a Fighting-type in Great league. They’ll all be right below 1500 CP at level 20, and unlocking after evolving would cost 75k stardust.

Brick Break sure doesn’t make Magmortar a better raid attacker, but it could be fun in PvP with two very low energy charged moves. Unlocking after evolving would cost 75k stardust.
