Botzu's Quick Evaluation

+ Very short attack interval at short ranges means high DPS for her rarity.
+ Unusual range allows her to cover her rear tiles, which are also her highest DPS tiles. This allows for more flexible placement compared to other Snipers.
+ Loopshooter Trait ties most of her Attack Interval to the projectile time rather than her attack animation, which means ASPD debuffs have a much smaller effect on her.
+ Relatively bulky compared to other Ranged units thanks to an unusually large HP pool.
- S2: High SP Attack Recovery skills are never good. It's mitigated some by her larger range, but it's still quite a long downtime.
- While the Loopshooter archetype can mitigate ASPD debuffs, it similarly means they don't benefit as much for ASPD buffs.
- Costs an additional 150 Red Certificates that are usually better spent on Chip Catalysts.

Newbie Tier List Explanation

Caper is a pretty good starting unit thanks to her good damage and flexible range that works very well at an inexpensive E1. For a 4★, she's pretty great! Unfortunately, even the relatively low 150 Red Certificate cost is still a significant amount of sanity early on. While she is a good starting unit, she isn't a "special" one either so the additional sanity required becomes a questionable investment. Caper is a good unit, but it's probably best to stick to freer options like Shirayuki and Totter in the early going.

Caper is a pretty nice DPS unit for her rarity and will be worth a look for anyone who favors more off-meta approaches, although newer players will probably find the extra Red Certificate cost to be unpalatable for a unit with limited utility. Still, she has very solid damage on a flexible and unique range, and the Loopshooter Trait works in a way that limits the effect of ASPD debuffs which can be quite beneficial against certain enemies.

S2 is her main skill. The high Attack Recovery SP cost can be troublesome, so the reduction over Mastery is quite nice to have. However, it still charges acceptably fast thanks to her short interval and wide-range. It is much more impactful compared to her very generic Power Strike S1, which brings no particular benefit to her kit.

Carlie Lander, codename Caper, is active in areas of Bolívar where confrontations are common and accepts short-term employment from all sides to covertly stir up chaos.
While looking for new work, she proactively contacted the local Rhodes Island office and expressed interest in field operator work. After both sides got to know each other, we entered into a cooperative agreement.

Not long after she came to Rhodes Island, Caper's personality triggered a dispute among operators.
Until now, she has only ever sought one thing out of life: enjoyment. In her particular parlance, 'fun.' She loves toys, jokes, and fresh, exhilarating challenges, but what she loves most is playing with others. It should be noted that 'playing with others' doesn't quite mean the same thing to Caper. It connotes something closer to 'toying with,' and in general she never asks for their consent. Because of how deceiving her appearance can be, you could very well fall into her trap if you let your guard down around her. Sadly, Lancet-2 knows this from experience. She was tricked into getting a 'system upgrade' and had THRM-EX's language module installed, leading her to loudly yell 'thermal shock' at the Medical Department. This left her depressed for several days.
A sizable number of operators have expressed discomfort regarding Caper's preferred method of recreation, and doubt her ability to show respect. Others have been more accepting of her behavior. At the very least, she has not caused any actual damage yet. Nonetheless, they remain uneasy about her behavior, as it appears she is not at all aware of the consequences of her actions.
For a child, this is definitely not a good phenomenon.

Her behavior during field missions is likewise disconcerting to others. This is not to say that she messes up her missions. Rather, her actions tend to be unexpected and keep others on edge. What's more, they are often accompanied by chaos.
'All she did was loosen a screw, and that heavy transport lost control on the road. The driver was flung out like a ragdoll, and the truck crashed into the target's military base head on. It started leaking fuel, which just so happened to flow right into the explosives storeroom... and you know what she did? She had some marshmallows with her all along, and started roasting them!' The operators explained how nerve-racking it was to be deployed on the same mission as Caper.
That said, it is apparent that field missions she participates are often completed with high effectiveness and efficiency. This perhaps contradicts the image that many others have of her. Caper's psychological analysis shows that she has a very keen insight, far exceeding her actual age, which enables her to identify the complex relationships between different things. On the other hand, she really sees all her behaviors as 'having fun.' In her eyes, there is no difference between being on a field mission and playing pranks on others. If she's going to have fun, then she has to go for the greatest excitement possible and get the most out of it, all while keeping herself out of trouble.
The only ones who seem completely unsurprised by Caper's behavior are the operators of the Bolívarian office. In many war-torn areas of Bolívar, the streets are ruled by orphans and young men and women with nothing to do. The chaos that can be found just about anywhere is the only source of entertainment that they have, and seeking excitement and thrills is what drives them to survive. Before they even learn to read and write, they have already picked up daggers and crossbows, and been chased as they laugh out loud. That's how they grow up, in savageness. Afterwards, the vast majority of them become 'professional hoodlums.' They find employment with the local factions and covertly run errands for the 'bigshots.' Almost all of these tasks are causing trouble for the opposing side from the behind the scenes, and Caper is thought of as showing considerable self-restraint.
'At the very least, her explosions don't get anyone hurt or killed.'

It's never an easy task to investigate the past of a Bolívarian. Through our countless interviews and lengthy investigations, we've uncovered a name—Carlie Lander.
Carlie Lander was born to a single-parent family in the Bolívarian slums and was raised alone by her mother, who worked as an assembler for the local munitions factory. When Carlie was old enough, she naturally started wandering the streets with the other kids from the slums. She was already showing talent in stirring up trouble. Her name is linked to many incidents, such as how a group of government soldiers who bullied the local citizens all lined up and fell into the sewers one-by-one, or how an infamous thug got hung up on some power lines in the dead of night.
According to a young man from the streets, everyone saw Carlie as a genius when it came to pranks. They thought she would one day take on the 'Redhead' that ruled the five barrios and take over as the new boss in town. They were right about the first part, at least. Carlie did indeed fearlessly challenge Redhead, and the intellectually lopsided challenge ended with Redhead getting tricked into getting on the car that took new recruits to the barracks.
But afterwards, Carlie didn't rule the streets as everyone expected. She simply announced two perpetual rules and disbanded the gang. But her two rules were more puzzling than the disbandment: No hurting anyone, and go home before 5:30. Ever since, she continued to live her best life on the street with her buddies, causing trouble everywhere, and went home right on time in the evenings, living each and every day happily.
Those peaceful days lasted until two years ago, when Carlie unexpectedly contracted Oripathy. After an intense argument with her mother, she left home and the city she lived in, never to return again.
After that, the professional hoodlum Caper was born.

...Young Carlie, huh? Of course I remember her. Good kid. Never caused any trouble for her family.
*sigh* The kids here are all like that... I mean, what're you supposed to do about that? Things were better when she was around though. It's gotten worse.
Gotta say. Señora Lander raised her well. Young Carlie always listened to her mother and never failed to be at home by sundown. Not like those other kids.
There's one other thing that comes to mind. It happened when Carlie was still a kid, on her birthday. She stole some fuel from home, and was going to show the kids in town what she was really capable of and make a big ruckus at a high end fashion boutique. When she had everything ready and was about to pull the trigger, she suddenly hesitated. She ran back into the store and tried to get the shopkeeper out. That was when... she saw her mother inside, buying clothes for her as a birthday present...
She was shaken, you know. She knew she almost messed up, but her mother simply grabbed her hand, bought some clothes with three months worth of wages, and went home with her.
She'd known about everything, really, and trusted her daughter not to hurt anyone and to learn her lesson...
She's a good mother.

It has been some time since Caper came to Rhodes Island, and compared to when she was fresh aboard the landship, she seems to have gotten a fair bit 'unused' to her environment.
For example, many of our operators are no longer as surprised as she expects when she pulls off her carefully designed pranks. They even start laughing before she does now. This really puts a damper on her fun. Another example: she's found that there is lots of fun readily available aboard Rhodes Island: video games in the game room, operators joking around in the cafeteria, and tons of new things to see on field missions. There's no need to go looking for any. Her old lifestyle has become unnecessary.
Although it is not uncommon for operators to be unaccustomed to their new environment, we nonetheless kept an eye on Caper's situation. Past cases have shown that most who've returned to normalcy after such a chaotic lifestyle had difficulties adapting to their surroundings, and the more serious of such cases have even led to self-harm. Not to mention that Caper is still a child. As such, we observed her actions and provided psychological counseling to be able to address any unexpected situations that could arise.
What we've noticed is that Caper simply looked a little helpless. The frequency of her pranks has gone down, and she's been spending more time paying attention to every detail around her. Our follow-up with her also found no signs of depression or anxiety, but rather a huge sense of curiosity, 'just like a mathematician who discovered a new method of verifying their hypothesis,' as one operator put it.
When we saw that, all our worries faded away.

...When Caper kicked that can to irritate the kids in the sickroom, it really made all of us jump out of our skin.
I didn't expect them to actually start playing kick the can. They chased after each other, and tired themselves out before long. I'd never seen the kids go so crazy. They all had smiles on their bright red cheeks, saying how they weren't going to lose, how Caper must've had training in kicking the can outside, how they're all sick and so it's unfair.
Caper then chuckled, took her glove off, and showed them the Originium crystal on her hand. They moped a little, and kept quiet.
After a while, the youngest of the children asked her if they could still play kick the can tomorrow.
She immediately refused. She said, 'You dummy, there are tons of other games to play.'
......
We can more or less conclude at this point that Caper is a lot more mature than we imagined.
She understands the truth behind her sharpness, and that's why she actively tests out her new environment.
Most importantly, she's always understood what it is that she is looking for—
She wants true happiness.
Good thing that's something we can give her.

The toy that Caper calls 'Twirly-Twirl' is undoubtedly a weapon.
Our reverse engineering tells us that over seventy percent of its parts are sourced from Bolívarian military equipment. Although they all show significant wear and tear, when put together, they nonetheless provide a weapon's basic lethality. This should never have been a child's toy.
Caper told us that her mother made it specifically for her. She wanted a unique toy, but her family was unable to afford the dolls in the shop windows, so her mother made this for her out of abandoned spare parts from the factory.
'Without this, I'd probably only have the old crossbow bolts on the street to play with. Which would've been sooo boring.'
We are aware that many operators have expressed concern about Caper freely using the 'Twirly-Twirl,' but the truth is that she has not violated any rules by using it.
So far, the most astonishing achievement of the device is that it has successfully led multiple Perro operators, namely Ceobe, to chase it back and forth on the same spot for an entire afternoon.
