Im also lvl 34 and imo depends on candy and dust flow. If there is a frequent spawn point in your city and you are no short on dust. Go for it. I maxed a hurricane dragonite for soloing machamps but I still have 100+ candies.

Since you have only one dragonite I would not max out, the cost combined with non-easy access to candies just isn't worth it.

However, it does look great with that 3300CP =)

I prefer fighting with 2 3100 dragonites rather then just one 3400
