I'm thinking about what they actually mean. Cause they can't expect players pondering around aimlessly in a 1 mil city.
How about this: a tier 4/5 raid, you win, 50% of players get a exclusive raid pass that starts when the original raid ends ?
However it would devastate the smaller cities. But there must be some reasonable thought and I can't find a better one.
